About this opportunity
USTRANSCOM is conducting market research through Request for Information TRANSCOM27C001 to identify CARB-approved commercial passenger airlift carriers operating under FAA Part 121 or Part 135 for recurring Pacific passenger operations, with responses due by 16:00 Central Time on November 13, 2026. No set-aside is used. The RFI is market research only, is not a Request for Proposal, and states that no contract will be awarded from it.
Questions must be emailed to the point of contact by 16:00 CT on November 9, 2026. The anticipated scope covers passengers, baggage, Government-furnished weapons, and small-arms ammunition (Hazard Class 1.4S) on two recurring routes from Honolulu, HI (PHNL). The first routes to Wake Island Airfield (PWAK) with up to 39 passengers, two round trips per month (24 annually). The second routes to Kwajalein Atoll (PKWA) with up to 12 passengers, two round trips per month (24 annually). An optional combined routing (PHNL-PWAK-PKWA-PHNL) is evaluated for operational and fuel efficiency.
Respondents must provide rough order of magnitude pricing for monthly dedicated basing fees, block hour rates with and without fuel, round-trip costs for each routing, and positioning costs. Pricing must include all aircraft, flight and cabin crews, maintenance, dispatch, operational support, and backup aircraft capability. Responses must address business size classification, FAA operating authority and CARB approval status, proposed aircraft tail numbers and ETOPS capability, fuel consumption specifications, in-flight amenities, austere ground servicing for remote locations, and operational concepts for payload execution and turnaround self-sufficiency. Responses are limited to 12 pages, excluding cover page and transmittal letters.
Submissions and inquiries go to Brenda Marshall, Contract Officer, at brenda.l.marshall10.civ@mail.mil or (618) 817-9385. Technical details, pricing matrices, and submission instructions are in the attached RFI document. An anticipated award timeline is referenced but is not guaranteed.
