About this opportunity
The U.S. Army Corps of Engineers, New Orleans District, issued this Special Notice on April 22, 2026, announcing its intent to award a sole-source contract to Schindler Elevator Corporation for elevator services and maintenance at its facilities. The contract, valued at $345,000 for the base year with a total estimated value of $379,500 over the contract period, is classified under NAICS Code 333921 (Elevator and Moving Stairway Manufacturing) and PSC Code 3960 (Freight Elevators). The contracting officer is seeking to award this contract without competition; however, the notice provides an opportunity for other interested firms to submit written notification demonstrating their capability to perform the required services. While this is not a competitive solicitation, the Government retains discretion to evaluate any responses received and determine whether to pursue competitive procurement. The small business size standard for this classification is 1,000 employees.
The primary objective of this procurement is to secure comprehensive maintenance and repair services for 11 elevators—including 9 passenger elevators and 2 freight elevators—located at the New Orleans District headquarters facility. Interested contractors must submit written responses via email to Angela.C.Day@usace.army.mil by April 29, 2026, at 11:00 AM local time, including detailed supporting evidence demonstrating their ability to meet all contractual requirements and specifications. The Scope of Work requires the contractor to provide full maintenance services including inspections, repairs, testing, and cleaning in compliance with ANSI A17.1 Code standards, with qualified supervision and journeyman-level personnel possessing minimum four years of elevator maintenance experience. The Government determined that Schindler is the sole responsible source based on the proprietary nature of the Schindler control modules, drive systems, and software currently installed in the elevators since 1985, which are incompatible with other manufacturers' equipment and can only be serviced by Schindler-certified technicians. No small business opportunities were identified due to these proprietary requirements, and market research confirmed no viable alternatives exist to meet the maintenance needs of these specialized elevator systems.
