About this file

This is a Market Research Report for MVN Elevator Services (PR/MIPR Number W42HEM60286353) with an estimated contract value of $345,000.00, prepared by Cal Calico, Facility Operations Specialist, and signed by Contracting Officer Karen Denise Hargrave on 08-APR-2026.

The requirement involves service and maintenance for 11 elevators at the New Orleans District, classified under NAICS 333921 (Elevator and Moving Stairway Manufacturing) and PSC Z1AA (Maintenance of Office Buildings). The contract scope encompasses a Full Maintenance Contract requiring the contractor to inspect, maintain, repair, test, and clean all elevators and accessories in strict compliance with American National Standards Institute/American Society of Mechanical Engineers standards. The market research determined that this requirement can be met by commercial items through standard elevator industry practices. Research techniques employed included historical acquisition information review and contact with knowledgeable industry personnel. Schindler Elevator Corporation was identified as the sole source, a locally-based firm specializing in Schindler Passenger Elevator maintenance with extensively trained personnel and access to necessary parts. The report documents that no small business opportunities exist due to the proprietary nature of Schindler components and software, which are not accessible to other vendors. The contracting strategy recommends a sole-source, firm-fixed-price contract awarded to Schindler Elevator Corporation (CAGE: 3W6B8). Standard FAR Part 12 clauses were determined sufficient without substantial tailoring, and pricing history was obtained from previous Schindler contracts.
