About this opportunity
The Department of the Treasury Bureau of Engraving and Printing seeks development of design-build bridging documents for modernization of seventeen electric elevators (twelve passenger and five freight) at its Washington, DC facility, with proposals due July 28, 2026, with questions due June 30, 2026. This procurement is a total small business set-aside, and the most recent amendment (0003) extended the original July 21 deadline by seven days.
Place of performance is the Bureau's facility at 14th and C Streets S.W., Washington, DC 20228. The contractor shall deliver a survey report, basis of design documentation, and a 35% design submission with architectural, structural, mechanical, and electrical plans and specifications within 230 calendar days of notice to proceed, with intermediate milestones at 90, 135, and 185 days. Deliverables must address code compliance per DC Building Codes, IBC, NFPA, ANSI/ASME A17.1, and other applicable standards; include MEP systems upgrades, ACM abatement and PCB removal surveys, and structural alterations to machine rooms and hoistways; and integrate new elevator controllers with the Bureau's existing SCADA system. The contractor must also develop a draft commissioning plan, construction phasing plan, and preliminary cost and schedule estimates. Hazmat testing and reporting are required during this phase.
The NAICS code is 541330, Engineering Services. PSC code is C215, Architect and Engineering—General: Production Engineering. Evaluation criteria weight technical capability and past performance on similar Federal, State, Local, Commercial, or Foreign contracts within the last five years; price competitiveness also applies. Offerors must demonstrate experience with vertical transportation systems design, historical building work, and building control systems integration and must submit three relevant contract references. All contractor personnel require background security clearances, identification badges, non-disclosure agreements for sensitive but unclassified information, and compliance with BEP's physical security protocols. Proposals are submitted in three volumes: technical capability (10-page limit), past performance (10-page limit), and firm-fixed pricing with no page limit. An optional site visit was held June 24, 2026; Amendment 0002 (July 6, 2026) posted responses to clarifications and updated the Statement of Work.
