About this file

This is a Questions and Answers document for RFQ 2031ZA26Q00100, an elevator modernization bridging documents project. The document addresses 46 clarifications submitted by potential offerors regarding the solicitation requirements and scope.

Key findings indicate that the selected contractor for developing bridging documents is eligible to compete for the subsequent Design-Build construction contract, with no organizational conflict of interest preventing participation. The project scope requires development of 35% bridging documents that do NOT require permitting or final sealed drawings, though a Building Energy Performance (BEP) review will occur after submission with comments to be addressed in a final 35% submission. Hazmat testing and reporting IS required during this phase to provide sufficient detail for design-build teams to submit responsive bids. The AE is responsible for material testing and investigation as part of the base scope. All options required to bring existing elevator infrastructure into code compliance must be considered, not just Options 2 and 3. The project must comply with current DC Building Codes rather than UFC standards, and specifications should be prepared in MasterSpec format with sufficient detail. Site visits require visitor badges and escorts; photographs may be requested from escorts and released after security review. Past performance submissions should include only project sheets without resumes. The 10-page limit for Volumes I and II will not be expanded, though covers, tables of contents, dividers, and similar items are excluded from page count. Limited original building drawings, structural systems information, and as-built documents are available to the awardee, along with potentially limited hazmat reports.

3. Section 3.1 of the SOW states “obtain permits and approvals”. Since 35% bridging documents aren’t final sealed drawings, these should be obtained by the Designer of Record for the Design Builder. Please clarify what permits and approvals are required in this SOW.

No permitting is required during this phase, but please note there will be a BEP review after the 35% submission and all comments should be addressed in a final 35% submission. See revised Attachment 2 - SOW

4. Section 3.3.1 of the SOW states “As-builts should be submitted at project completion”.

Please clarify that this isn’t applicable under this SOW for bridging documents. Not applicable. Please see revised Attachment 2 - SOW.

5. Are there drawings of the existing structure and building systems that will be made available to the selected contractor to use in performing structural and ME analyses and preparing drawings? Information that can’t be determined from a site visit, such as reinforcing steel within concrete, is needed.

Limited original building drawings, including structural and building systems, are available. This will be avaiable to the awardee.
