The Defense Information Systems Agency (DISA) is soliciting proposals for Electromagnetic Spectrum (EMS) Services, Applied Engineering, and Mobile Services Provider (MSP) Support to provide Electromagnetic Environmental Effects (E3) engineering support services for analyzing equipment and systems for potential electromagnetic interference and radiation hazards before the installation of new, modified, or upgraded commercial telecommunication services on Department of Defense and federal property. The requirement includes spectrum analysis, interference assessment, and radiation hazard evaluations using government-supplied frequency assignment databases, equipment parameter databases, and sophisticated analysis models. Key qualifications include a Secret facility clearance with NATO information eligibility and demonstrated capabilities in electromagnetic interference analysis, site surveys, and technical reporting. The procurement will be evaluated on a best-value trade-off basis, with pricing evaluated using a rates-only approach where fully burdened labor rates for four labor categories (Senior Spectrum Engineer, Mid-Level Spectrum Engineer, Entry-Level Spectrum Engineer, and Technical Writer/Editor) are applied to government-defined scenarios. This solicitation is designated as a Total Small Business set-aside, with the incumbent contractor identified as RKF Engineering Solutions, LLC. The contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) with a five-year base period and a potential six-month extension, with a maximum ceiling of $29,077,640.76 and a minimum guaranteed award of $500; the government anticipates issuing 30-50 task orders annually with an average value of $2-3 million per year. The contract start date is anticipated for March 20, 2026, with the majority of task orders expected to be firm-fixed-price. Performance will be conducted primarily at Fort George G. Meade, Maryland (Fort Meade), with potential telework options available.  This Request for Proposal is to solicit offers for this requirement. DISA Program Executive Office (PEO) Transport must provide Electromagnetic Environmental Effects (E3) engineering support services prior to the installation of new, modified, or upgraded commercial telecommunication services on the Department of Defense (DoD) and Federal Property. The purpose of this requirement is to procure E3 and spectrum engineering support services to analyze equipment and systems for potential E3 problems and recommend solutions. Analyses will determine the potential for electromagnetic interference from proposed commercial telecommunication system transmitters to existing and planned military, Government, and commercial spectrum dependent systems. The analyses will employ Government-supplied worldwide frequency assignment databases, extensive equipment parameter databases, and sophisticated analysis models that can predict potential interference for the proposed commercial transmitting systems. The contractor shall determine the potential for electromagnetic radiation hazards from the proposed telecommunications system transmitters to personnel, fuel, and ordnance with electrically initiated devices.

  3. Update Section L1.2.2 and L3.5 to remove the NATO access requirement;
  4. Update Section M2.1.1 to remove the NATO access requirement;
  5. Update the Q&A to incorporate new questions and answers and to provide an updated response to questions 13, 30, and 35. (See Attachment 8); and
