About this opportunity

The United States Space Force, Space Systems Command Commercial Service Office, is conducting market research through a Request for Information for a possible follow-on Enhanced Mobile Satellite Services (EMSS) Equipment, Provisioning and Customer Care Help Desk Support (EPCC) effort, with responses due December 10, 2026 at 4:30 PM EST. The notice is listed under the Department of the Air Force and uses no set-aside. The RFI is non-binding, and the Government anticipates releasing a formal solicitation after market research concludes.

The effort supports authorized EMSS customers, including the Department of War, Federal Government, State and Local Government, approved foreign and allied governments, and other sponsored customers that access a commercial Low Earth Orbit constellation through a government-controlled secure gateway. The contractor may be required to perform provisioning, invoicing, record management, and 24/7/365 dedicated help desk support, along with EMSS service management functions such as Telecommunications Service Order management, warranty support, inventory management, gateway liaison, and Return Material Authorization support. The attached RFI describes Iridium Value-Added Reseller status, multi-protocol and API-enabled bulk provisioning, Tier 1/2/3 help desk support with Field Service Representative integration, and sourcing for legacy and modern satellite terminals, including CERTUS equipment and cryptographic modules. Records must be CUI-compliant and meet NIST SP 800-171 controls, and C3PAO-certified CMMC 2.0 Level 2 compliance is required for both prime and subcontractors. The RFI describes a 12-month base period with four 12-month option periods under NAICS 517410 (PSC DG11) with a $35 million size standard.
