About this opportunity

The Defense Information Systems Agency (DISA) has released a Draft Request for Proposal (DRFP) seeking industry feedback on Electromagnetic Spectrum (EMS) Services, Applied Engineering, and Mobile Service Provider (MSP) Support. This is an informational solicitation, not a formal proposal request, with a deadline of October 17, 2025, for vendors to submit questions and comments through a structured Q&A template. The contractor will provide spectrum engineering services, including analyzing potential electromagnetic interference and radiation hazards for commercial telecommunications systems operating on Department of Defense and federal property, in accordance with the Telecommunications Act of 1996 and DoD guidance. Contractors must possess a Secret-level facility security clearance with NATO access and comply with strict Operations Security (OPSEC) requirements, and foreign nationals are prohibited from performing any part of the work. Evaluation will focus on pricing using a rates-only approach, with labor rates submitted in a specified workbook and applied to government-defined scenarios, while past performance will be assessed through four reference contracts demonstrating relevant experience. The government emphasizes that all response costs are the responsibility of interested vendors, and the draft documents provided are notional and subject to change before the final RFP is released.

This procurement is designated as a Total Small Business set-aside, with no incumbent contractors identified in the available materials. The contract will be structured as an indefinite-delivery/indefinite-quantity (ID/IQ) agreement with a maximum ceiling of $23,262,112.60 and a minimum guaranteed award of $500, featuring a base period of 365 calendar days followed by four optional 12-month periods, with final award anticipated by March 20, 2026. The contract requires staffing in four labor categories—Senior Spectrum Engineer, Mid-Level Spectrum Engineer, Entry-Level Spectrum Engineer, and Technical Writer/Editor—with specific educational and experience qualifications for each position. Performance will be conducted at DISA headquarters in Fort Meade, Maryland, with the potential for on-site measurements and technical support at multiple base locations, including Joint Base Pearl Harbor-Hickam and Camp Pendleton, though telework and remote work flexibilities are permitted. Task orders may utilize various contract types, including firm-fixed-price and cost-reimbursement arrangements, with surge support capped at 25 percent of total proposed price, and the government reserves the right to request labor rate discounts on future task orders.
