About this file
This file is an Excel-based pricing template for a Phase 2 proposal submission for the Defense Information Systems Agency (DISA) Electromagnetic Spectrum (EMS) Services solicitation. The template requires offerors to complete detailed labor rate build-ups for four labor categories: Senior Spectrum Engineer, Mid-Level Spectrum Engineer, Entry-Level Spectrum Engineer, and Technical Writer/Editor, with pricing for both government and contractor sites across five base years.
The template includes specific instructions for completing labor rate calculations, with mandatory use of formulas (no hard numbers), and requires completion of four scenarios using different base year rates. The anticipated contract start date is 20 MAR 2026, with labor categories requiring specific education and experience levels ranging from 0-6 years for entry-level to 8+ years for senior-level positions. Offerors must propose escalation rates for each performance period and complete all tabs in the protected workbook, with the filename formatted as "Offeror's Name"_"EvaluationP2"_Attachment 4. The solicitation is part of a two-phase procurement process, with Phase One proposals originally due by 7 NOV 2025 (though a later date of 11 NOV 2025 is also mentioned).
