| Q&A INSTRUCTIONS: The purpose of these specific instructions is to expedite the process of answering questions. Please do not change the format of this document. |
| Complete the spreadsheet tab below named "Q&A" with all questions, comments, and recommendations about the RFP. Examples provided in the spreadsheet. **Please delete the examples before submitting your questions. |
COLUMN A: Complete the "Page" column. This is the page number from the RFP located in the upper right hand corner of the page. Do not include the total page number. Enter only the page number where the topic begins.
COLUMN B: Complete the "Section/Paragraph" column with the applicable section and paragraph number (if applicable) of the RFP. For example: B2, C, or L5.1.2. For a section and paragraph number reference do not place a dot between the letter and the first number. Additional subparagraph references should be separated with a dot regardless of the format in the RFP, for example, L5.1.2.a. Do not including any other extraneous identifiers or other information other then instructed here. 24 Attachment 6 - Sample TO PWS PWS Section 5 (Scope) N/A Q11 - Surge Support Pricing & Utilization: PWS Section 5 limits surge support to maximum 25% of total contract value over contract life (base + all options). Can the Government provide: (a) Historical surge utilization data under HC104720R0011 (frequency of surge periods, typical duration in months, average percentage increase above baseline staffing/funding)? (b) Whether surge support labor rates must match base contract labor rates, or can contractors propose premium pricing for rapid mobilization, overtime, and accelerated delivery schedules? (c) Typical advance notice period provided before surge contract modifications are exercised (e.g., 30/60/90 days)? (d) Whether surge support can exceed 25% in any single contract year, provided total contract life does not exceed 25%? (a) Historically, $565K in surge has been used on the existing contract. Currently anticipating between $1M - $2M in surge based on historical spikes in usage.
(b) Surge support must match base contract labor rates. No premiums will be accepted.
(c) Typical advance notice period before surge contract modifications are exercised for TOs are 5 days (please reference H6).
(d) Surge can exceed 25% in any single contract year, provided total contract life does not exceed 25%. The likelihood that this will happen is very slim.
25 Draft RFP HC104726R0014 Section B (Pricing) Attachment 4 (Labor Rate Table) Q12 - Labor Rate Escalation & Economic Adjustments: Can the Government clarify labor rate structure for this 5-year IDIQ contract: (a) Are fully-burdened labor rates fixed for the entire IDIQ period (base year + 4 option years), or can rates be adjusted at option year exercises? (b) Previous contract HC104720R0011 PWS Section 15 stated "Labor rates are fixed for the life of the contract and may not be increased during the life of this contract." Is this same approach planned for HC104720R0014, or are Economic Price Adjustments (EPAs) being considered for option years given current inflation/wage market conditions? (c) If rates are fixed for 5 years, how should contractors structure labor rates and indirect cost pools to account for anticipated wage inflation, benefit cost increases, and market escalation? (d) Will the Government consider FAR 52.216-3 Economic Price Adjustment clause or similar mechanisms? (a) The fully burdened labor rates in the spreadsheet will account for escalation every year. These are pre-negotiated rates and will not be adjusted with an option year exercise.
(b) Labor rates are fixed for the life of the contract and may not be increased during the life of this contract.
(c) Utilize historical data and data made publicly available via the Bureau of Labor Statistics. Large deviations in inirect rates and benefit increases from year to year will require supporting documentation, which means that historical data may be requested to support these numbers.
