About this file
This is an Excel-based Labor Rate and Price Evaluation Workbook for a Defense Information Systems Agency (DISA) solicitation for Electromagnetic Spectrum (EMS) Services. The workbook requires offerors to complete detailed labor rate build-ups for four labor categories: Senior Spectrum Engineer, Mid-Level Spectrum Engineer, Entry-Level Spectrum Engineer, and Technical Writer/Editor. Offerors must propose rates for a five-year base period starting 20 MAR 2026, with specific instructions to use formulas rather than hard numbers and complete four different scenarios evaluating government and contractor site rates.
The document specifies strict formatting requirements, including titling the workbook with the offeror's name and evaluation phase, and completing tabs for labor rate tables, rate build-ups, and scenarios. Labor categories require specific educational backgrounds and experience levels, with senior roles needing a Master's degree or extensive spectrum experience, and entry-level positions suitable for those with 0-6 years of experience. The solicitation is part of a two-phase procurement process, with Phase One proposals due by 7 NOV 2025, and the purpose is to provide electromagnetic environmental effects (E3) engineering support services for analyzing potential interference in telecommunications systems for the Department of Defense.
