Contractors must carry $1,000,000 commercial general liability insurance.

Evaluation is based on technical capability (qualified and licensed personnel), past performance (minimum three relevant projects within five years with customer references), and fixed hourly labor rates including wages, overhead, and profit. Award will be made to the lowest-priced, responsible offeror whose offer conforms to requirements. Pricing must be valid for 90 days.
