About this file

This document is an Amendment containing Government Responses to ten Requests for Information (RFIs) related to solicitation 140P4326Q0051 for electrical inspection and maintenance services at a federal facility in Boston, Massachusetts.

The contract is structured as a Time and Materials (T&M) purchase order, not Firm-Fixed-Price as initially stated in the solicitation. Labor rates must be based on the contractor's fully burdened rates set by the contractor, with wage determination WD 2015-4047 (applicable to Boston, Suffolk County) as reference; however, this is a service contract, not construction, so rates are contractor-determined rather than DLS-mandated. A Prime Contractor may satisfy Massachusetts Electrical Contractor License requirements through a teaming agreement or subcontract with a licensed firm. Technicians must hold a Massachusetts Journeyman (Class A) License minimum, though a Journeyman may lead field inspections while reporting to a Licensed Master Electrician rather than requiring a dedicated Master Electrician on-site. Emergency response requires physical site presence within three hours of receiving a written work request from the National Park Service (NPS), with the COR following up via phone call. Site maps showing grounds areas and exterior electrical infrastructure are not available during pre-award and will be provided only upon contract award. The Government provided a comprehensive list of "standard equipment" absorbed into fully burdened labor rates, including hand tools, measuring and layout tools, basic test equipment, tool storage, lighting, standard PPE, and low-cost consumables. This is a new requirement with no incumbent information available and no post-award submittals currently identified.

Amendment 001

RFIs 1-10

1) Contradiction Regarding Contract Type: The Combined Synopsis/Solicitation document states the Government intends to award a "Firm-Fixed-Price purchase order". However, SOW Section

3.2 explicitly states, "This contract is structured as a Time and Materials (T&M) contract" and

"There are no Firm Fixed Price CLINs". Could the Government please confirm the intended contract vehicle and clarify if the Price Schedule (Attachment 2) is the sole basis for the price evaluation?

Government Response: T&M only. On page 6 of the RFQ the statement "The Government intends to award a Firm-Fixed-Price purchase order from this solicitation" is incorrect.

This will be a Time and Material purchase order.

2) Prime vs. Subcontractor Licensing Requirements: SOW Section 10.1 requires the "Contractor" to possess a valid Massachusetts Electrical Contractor License. Furthermore, SOW Section 10.5

(referenced in the SOW Table of Contents) indicates subcontractors must meet the same requirements as the Prime. We request clarification on whether a Prime Contractor may satisfy this licensing requirement through a teaming agreement or subcontract with a firm that holds the required Massachusetts credentials, or if the Prime entity itself must hold the license at the time of proposal submission.

Government Response: A Prime Contractor may satisfy this licensing requirement through a teaming agreement or subcontract with a firm that holds the required Massachusetts credentials.

3) Key Personnel Requirements: The Evaluation Criteria (Factor 1) specify that technicians must hold a Massachusetts Journeyman (Class A) License at a minimum. However, SOW Section 10.3 and 10.4 identify a "Licensed Master Electrician" as a required Technical Lead and Key

Personnel. Please clarify if the Master Electrician must be a dedicated on-site lead or if a

Journeyman may lead the field inspections while reporting to a Master Electrician

Government Response: Journeyman may lead field inspections while reporting to a Master

Electrician.

4) Wage Determination Applicability: The solicitation includes WD 2015-4047 (SCA).

However, SOW Section 9.1 states that all labor rates "must be based upon the fully burdened prevailing wage rates issued by the Commonwealth of Massachusetts, Department of Labor

Standards (DLS)". As federal Service Contract Labor Standards (SCLS) and state prevailing wages often differ, please clarify which wage schedule takes precedence for the "fully burdened" rates requested in Attachment 2.

Government Response: Since this is not a construction project, and is a service contract, the rate is set by the contractor and not based upon DLS. The wage determination attached along with this RFQ is WD 2015-4047, which is applicable to Boston, county of Suffolk

County.

5) Emergency Response Notification: SOW Section 8.1.3 requires a physical response to the site within three (3) hours of notification. Does this notification "clock" begin upon a verbal call from the COR, or is a written/emailed work authorization required to initiate the three-hour window?

Government Response: A written work request will be provided via post award, to the

Contractor by NPS and this will begin the 3-hour period. The COR will follow up with a phone call to ensure the written work request is received.

6) Availability of Site Maps for Grounds: SOW Section 4 notes that site maps showing grounds areas and exterior electrical infrastructure will only be provided "to the successful contractor upon contract award". Given that the contract includes grounds inspections, could the

Government provide these maps prior to the August 12 question deadline to allow for more accurate estimating of field hours?

Government Response: There are no site maps available for grounds during pre-award.

7) Clarification on "Standard" Equipment: SOW Section 9.3 allows for the billing of specialized equipment rental (e.g., IR cameras, aerial lifts), while Section 9.4 notes that "standard" equipment is included in the labor rates. Could the Government provide an exhaustive list of what it considers "standard contractor equipment" to ensure all Offerors are including the same baseline costs in their burdened hourly rates?

Government Response: Here's a comprehensive list, organized by category, of what's typically considered "standard equipment" absorbed into an electrician's fully burdened labor rate on a government contract (i.e., low-value tools below the capitalization threshold, not billed as direct cost or ODC):
