About this file
This is a Questions and Answers document (Amendment 003) for federal contract opportunity 140P4326Q0051, addressing RFIs 15-19 regarding billing and reimbursement policies for electrical services.
The government clarified its billing structure and reimbursement policies for service calls and associated work. Travel time to and from job sites must be factored into the full hourly rate; however, driving related to procurement of supplies on-site is billable. Office time for approved work such as design, load calculations, research, coordination, estimating, and report preparation requires a baseline estimate of hours presented in advance for government approval or denial prior to performance. For 24/7 availability maintenance, contractors must generate hourly rates that distinguish between normal hours and after-hours calls, with the government noting approximately 5-10 after-hours calls annually. When two-person crews are required, hourly pricing per quote will be based on the actual number of personnel needed, billed at either regular or after-hours rates depending on the specific job. Regarding reimbursable expenses: specialized equipment and rentals are separately reimbursable; parking and tolls are not reimbursable; permits are not applicable and not reimbursable; and disposal fees must be listed as a line item within total quote cost, with awardees permitted to use government dumpsters at no cost unless hazardous waste is involved. Materials required for specific jobs must be listed within quotes as part of total quote pricing, eliminating the need for individual receipts for truck-stocked bulk items.

15. Is travel time to and from the site billable, or is there a minimum number of billable hours per dispatch? Ex. It often takes 40-55 minutes to reach any one of these sites. If we were called in for a 1-hour service, this is 3-billable hours to Pro Electrical Services, Inc.
