About this opportunity

The Bureau of Land Management seeks firm-fixed-price replacement of the roof at the El Malpais Ranger Station Visitor Center in Grants, New Mexico, with proposals due May 10, 2026. The procurement is set-aside exclusively for Indian Small Business Economic Enterprises (ISBEE) under NAICS 238160, foreclosing competition outside that category.

Place of performance is 906 NM-117, Grants, New Mexico 87020. The scope encompasses removal and disposal of existing torch-down and asphalt shingle roofing, installation of a 60-mil TPO single-ply membrane roofing system with R-30 insulation, 30-mil self-adhered vapor retarder, polyisocyanurate cover board and insulation, and new 20-gauge metal coping caps on all parapet walls. The contractor must also address damaged 5/8" CDX plywood decking replacement (Alternate Bid 1), remove and replace one octagonal double-dome skylight (Alternate Bid 2), and remove and replace two 2-foot by 4-foot double-dome skylights (Alternate Bid 3). Approximately 3,450 square feet of roofing are involved. The contractor shall furnish all labor, equipment, materials, permits, supervision, and transportation within a 60-calendar-day performance window from notice to proceed, with work scheduled June 30 through August 30, 2026. Work hours are limited to 7:00 a.m. to 5:00 p.m. Monday through Friday. The completed roof must carry a manufacturer's 20-year no-dollar-limit watertight warranty and 2-year labor warranty including FM 1-75 rating and ANSI/SPRI ES-1 compliance.

Davis-Bacon prevailing wages apply for Cibola County, New Mexico (wage determination NM20260031 effective January 30, 2026); weekly certified payroll reporting is mandatory. All work must comply with the Uniform Building Code, International Building Code, 2024 IBC, New Mexico State Statutes, OSHA requirements, EPA regulations, and ADA compliance standards, with the most stringent requirements applying when conflicts exist. Contractors must protect existing grounding systems, radio/antenna/satellite equipment, and three skylights during demolition and ensure all equipment operates post-installation.

Evaluation is divided between two technical factors weighted equally with price: Factor 1 (Technical) includes Subfactor A (Experience requiring documentation of three to ten TPO roof replacement projects completed within the past three years as prime or subcontractor, with job names, dates, materials, location, owner contact, and dollar value) and Subfactor B (Schedule requiring a detailed work breakdown with critical path and material lead times); Factor 2 (Past Performance) uses SAM.gov and CPARS.gov profiles for government contracts, with neutral evaluation for absent history and potential disqualification for unaddressed terminations for cause or default. Offerors must submit three volumes: pricing, technical factors and past performance, and amendment acknowledgement. Performance and payment bonds are required within seven calendar days of award. Bidders must maintain active SAM.gov registration and submit invoices through the Invoice Processing Platform (www.ipp.gov) with 30-day prompt pay and progress payments available. Amendment 0002 (posted May 6, 2026) provides questions and answers; all prior amendments and clarifications remain in effect. The primary point of contact is Lashondra Hubbard at Lashondra_hubbard@ios.doi.gov.
