About this file

This document is a pre-bid conference discussion summary and site visit Q&A for the El Malpais Ranger Station Roof Replacement solicitation (140L1726Q0011). The work involves TPO roof replacement at the El Malpais Ranger Station Visitor Center with a firm fixed price contract structure. The period of performance runs from June 30, 2026 to August 30, 2026. Bidders must maintain active SAM.gov registration and acknowledge the amendment. All invoicing and payment processing occurs through IPP.gov. Davis Bacon Wages and Certified Payroll are mandatory, with applicable wage rates found in the solicitation attachments under Cibola County (not Grant County) using the wage determination NM20260031 dated January 30, 2026. The Statement of Work was revised by the National Operations Center and is attached to the amendment.

Evaluation criteria consist of two technical factors weighted equally with price. Factor 1: Technical includes Subfactor A (Experience) requiring documentation of three to ten TPO roof replacement projects completed or ongoing within the past three years as Prime Contractor or Sub-Contractor, with details on job name, dates, materials, location, owner contact information, and total dollar value; and Subfactor B (Schedule) requiring a detailed work breakdown schedule illustrating critical path and material lead times. Factor 2: Past Performance evaluation uses SAM.GOV and CPARS.GOV profiles for governmental performances, with neutral evaluation for absent history and potential disqualification for unaddressed terminations for cause or default. Bidders must submit three volumes: Volume 1 (Pricing), Volume 2 (Factors 1 & 2), and Amendment Acknowledgement. Work scope clarifications from the site visit include: installation of three skylights (one 6-foot octagon double dome and two 2'x4' double dome skylights) as Alternate Bid 2; removal of the satellite dish and lightning protection; metal cap installation around the entire parapet perimeter; and exclusion of porch work, gutter/downspout replacement, and disconnected lightning protection reconnection. Questions must be submitted in writing to Primary Point of Contact Lashondra Hubbard at Lashondra_hubbard@ios.doi.gov.
