About this file

This file is a Questions and Answers (Q&A) document for Solicitation #140L1726Q0011, El Malpais Ranger Station Roof Replace, issued by the Department of Interior (DOI) Bureau of Land Management (BLM).

The solicitation is set-aside for Indian Small Business Economic Enterprises (ISBEE) under NAICS 238160 and covers roof replacement services at the El Malpais Ranger Station. Key clarifications from the Q&A include: solar panels have been removed from the scope of work, which was incorrectly included in initial solicitation documents; the solicitation scope is limited to roof replacement only; and porches are not included in the contract. Technical specifications address TPO roofing material (standard, stock colors other than white), parapet wall metal coping installation with contractor discretion on wood nailers, and alternate bids for three skylights (one double-domed octagonal and two 2 ft x 4 ft double-domed units). The contractor must remove the existing lightning protection system, which BLM will reinstall later. No geotechnical report is available for the site. Offers should be submitted to lashondra_hubbard@ios.doi.gov. Site visit attendance is optional; interested vendors who attended the April 24, 2026 site visit are listed in an attached sign-in sheet within an amendment.

1 Specifically, is attendance at the site visit required to meet the bid requirements?

If so, could you please advise if there are any alternative options for those who may be unable to attend at the scheduled time?

Attendance at the site visit is not a requirement for submitting an offer. However, please note that the government does not assume any responsibility or risk for offerors who choose not to attend. If you would like to schedule a site visit, please reach out directly to the point of contact listed on the solicitation.

2 I am writing regarding the El Malpais Ranger Station Roof Replacement. Could you please confirm the correct method and recipient for bid submission?

Submit offers to lashondra_hubbard@ios.doi.gov.

3 Can this solicitation be changed to include SDVOSB-certified vendors? Let me know because this solicitation also includes a NACAIS code for Architects and Engineers.

4 Additionally, we are interested in subcontracting the solar portion of this project (REF Solicitation

pg. 10-11) and are looking for any vendors/prime contractors that have registered as interested vendors/RSVP'd for the site visit on April 24th at 1000 MDT.

Please let us know if you are able to provide any contextual information.

The solar portion of the solicitation will be removed. An updated version of the solicitation will be issued to reflect this change.

5 Is there a geotechnical report/soil analysis available of the site location?

No, a geotechnical report/soil analysis is not available for this location.

6 Sheet C1 displays solar panels. Do we want to put the new modules in the same location? Or has a new location been identified?

10 Where can we find a list of registered interested vendors?

(Looking to subcontract, need a primary contractor)

A sign-in sheet is attached in the Amendment. It consists of the interested vendors who attended the site visit on 04/24/2026.

11 Does lightning protection (grounding) system need to be recertified?

No, contractor will remove the lightning protection and BLM will re-install it at a later date.

12 Do the parapet walls with stucco on them currently get new metal coping? If yes, do we need to install a wood nailer to on top of them to bring them flush with current coping?

All parapet walls will receive new metal coping. The parapet walls differ in elevations. The Contractor will utilize their professional expertise to determine if the parapet will require a wood nailer. The Contractor will ensure that water will not penetrate the new metal coping.

13 Statement of Work (SOW) says the little porch overhangs are NIC. Is that going to change?

Porches are not included in this contract.
