About this opportunity
The Space Development Agency (SDA), under the Department of the Air Force, is seeking proposals for Payload Processing Facility (PPF) services to support four launches of the Proliferated Warfighter Space Architecture (PWSA) Tranche 2 Transport Layer satellites on the Eastern Launch Range in Florida. The contractor must provide comprehensive payload processing facility operations including payload receiving, cleanroom support, payload-to-launch-vehicle integration, launch vehicle payload fairing operations, and post-processing support for SpaceX Falcon 9 launches. Key requirements include maintaining an ISO 8 cleanroom capability, providing TEMPEST-compliant facilities with DoD SECRET cryptographic material storage accreditation, meeting established payload processing timelines across four designated launches (scheduled between December 2026 and June 2027), and ensuring payload integrity and safety throughout processing operations. The solicitation will use a Lowest Price Technically Acceptable (LPTA) evaluation methodology, with technical proposals evaluated on three subfactors: completeness and clarity of the proposed Statement of Work, adequacy of equipment/resources/security/facilities, and schedule feasibility. Price evaluation will be applied only to technically acceptable proposals, with each Contract Line Item assessed for fairness and reasonableness. The proposal deadline is April 6, 2026, at 5:00 PM Eastern Time, with vendor questions due by March 4, 2026, at 5:00 PM Eastern Time.
This is a full and open competition solicitation with no set-asides, though small businesses are encouraged to apply under NAICS code 541990 with a $19.5 million size standard. There is no incumbent contractor identified for this requirement, as the previous contract (FA240125C0001) has been completed. The contract will be a single Firm Fixed Price award with a 12-month base period (October 1, 2026 through September 30, 2027) for a minimum of four SDA missions, followed by three optional periods: two six-month option periods and one extension option of up to six months under FAR 52.217-8. The specific budget amount is not disclosed in the solicitation; contractors must submit pricing using a provided spreadsheet with daily rate pricing for payload inspection and acceptance. Performance and inspection/acceptance of the contract will be conducted at the Space Development Agency location in Chantilly, Virginia, while the place of performance is Merritt Island, Florida (Cape Canaveral Space Force Station and/or Kennedy Space Center), where all payload processing facility services will be provided.
