About this opportunity
The Space Development Agency (SDA), a component of the Department of the Air Force, has issued a Request for Information (RFI) seeking industry feedback on commercial Payload Processing Facility (PPF) support for spacecraft and satellite launches. Specifically, the RFI targets support for the Tranche 2 Transport Layer (T2TL) launches scheduled between August 2026 and June 2027 at Vandenberg Space Force Base and Cape Canaveral Space Force Station. The agency is looking for comprehensive PPF capabilities that can accommodate multiple launch variants and provide critical infrastructure for spacecraft processing. This RFI is designed to gather detailed information from potential commercial vendors about their facility capabilities and readiness to support SDA's space launch requirements.
The primary objective of this RFI is to collect insights into commercial PPF capabilities that can support SDA's spacecraft launch preparations, with a focus on establishing initial launch capability in September 2026. Contractors are required to submit their responses electronically by 1700 EST on May 3, 2025, with submissions limited to 10 pages. The RFI emphasizes strict requirements including cleanroom environments ranging from Class 100 to Class 10,000, precise environmental controls, electrostatic discharge protection, and robust security measures. Eligible contractors should be prepared to demonstrate capabilities in facility management, communication infrastructure, fueling services, and specialized equipment for spacecraft processing. The T2TL initiative aims to establish global communications access and provide persistent regional encrypted connectivity for warfighter missions. Importantly, this RFI is purely for information gathering, is voluntary, and does not constitute a formal solicitation, with submissions not eligible for reimbursement.
Notice text
The Space Development Agency (SDA) seeks industry feedback on commercial Payload Processing Facility (PPF) support for SDA spacecraft, satellites, or payloads. The Contractor will provide PPF support to include advance planning, facilities, supplies, commodities, and services necessary for the SV customers and Launch Service Providers (LSPs) to perform prelaunch processing and integration of the SV and LSP hardware. As such, SDA strongly encourages industry vendors to provide feedback on their PPF capabilities in response to this Request for Information. See the attachment for details.
