About this file

This is an Evaluation Addendum to RFP FA240126R0001 for Eastern Range Payload Processing Facility Services issued by the Space Development Agency. The solicitation uses a Lowest Price Technically Acceptable (LPTA) source selection methodology and will award one firm fixed-price contract to the responsible offeror with the lowest evaluated price that meets minimum technical requirements. The acquisition uses full and open competition with no set-asides, though small businesses are encouraged to apply. Award may be made without discussions with offerors. Offerors must submit three proposal volumes: Technical, Pricing, and Request for Proposal & Contract Documentation. The Government will evaluate options by adding total option prices to the base requirement price and may deem offers unacceptable if option pricing is significantly unbalanced.

Technical proposals are evaluated on three subfactors, each requiring an acceptable rating for overall acceptability: (1) Completeness and Clarity of Proposed Statement of Work, which must describe all tasks, deliverables, timelines, scope, responsibilities, and performance standards; (2) Equipment/Resources/Security/Facilities, requiring demonstration of necessary equipment access, facility availability through leases or documentation, Department of Air Force security compliance, and appropriate security accreditation (FCL or equivalent); and (3) Schedule, requiring demonstration of Payload Processing Facility availability to meet arrival and initial launch capability per SDA commitments. Price evaluation applies only to technically acceptable proposals, with each Contract Line Item (CLIN) assessed individually for fairness and reasonableness using historical pricing or Independent Government Estimates. Offerors must comply with all solicitation terms, conditions, representations, and certifications and must clearly identify and justify any exceptions in the cover letter.

SPACE DEVELOPMENT AGENCY

FA240126R0001 – EASTERN RANGE PAYLOAD PROCESSING FACILITY SERVICES

EVALUATION ADDENDUM

FAR 52.212-2, Evaluation -- Commercial Products and Commercial Services (Nov 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the lowest price technically acceptable.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the

Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the

Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

ADDENDUM TO FAR 52.212-2, Evaluation – Commercial Products and Commercial Services

I. INTRODUCTION

This section defines the criteria the SDA will consider in its evaluation of an offeror’s proposal submitted for the Eastern Range Payload Processing Facility Services acquisition. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal

Acquisition Regulation (FAR) subpart 12.6 Streamlined Procedures for Commercial Items while utilizing the solicitation procedures of FAR Part 15 Contracting by Negotiation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FA240126R0001 is issued as a Request For

Proposals (RFP).

The SDA’s intent is to award one (1) firm fixed price contract resulting from this solicitation to the responsible offeror whose proposal represents the lowest price technically acceptable. Award may be made without discussions with the offeror. This solicitation is issued using full and open competition procedures; no set-aside will be used; however, small businesses are encouraged to submit proposals.

Only one (1) solicitation will be issued for the total requirement.

The offeror’s proposal shall be composed of the completed Technical, Pricing, and Request for Proposal

& Contract Documentation volumes. Responses to any additional information requests from the

Government will also be evaluated.

II. COMPLIANCE WITH TERMS AND CONDITIONS

Offerors are cautioned to submit sufficient information in the format specified in the proposal preparation instructions located in FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial

Services and addendum. Failure to comply with the terms and conditions of the solicitation may result in the offeror being removed from consideration for award.

Offerors must clearly identify any exception to the solicitation’s terms and conditions and provide complete accompanying rationale in appropriate volumes in addition to the Contract Documentation volume.

III. BASIS FOR AWARD

This solicitation utilizes a Lowest Price Technically Acceptable (LPTA) source selection process in accordance with FAR 15.101-2. Offerors are required to propose their own Statement of Work (SOW) as part of their proposal. Award will be made to the responsible offeror whose offer conforming to the terms and conditions of the solicitation, meeting the requirements of the Statement of Objectives (SOO), is determined to be technically acceptable and represents the lowest evaluated price.

As an LPTA acquisition, technical proposals exceeding the minimum requirements will not be evaluated as more advantageous and will not receive a higher rating. The focus of this acquisition is on obtaining the lowest priced offer that meets the minimum technical acceptability requirements and achieves the objectives stated in the SOO. Offerors bear the responsibility of proposing a SOW that adequately addresses the SOO and allows for effective price evaluation.

The solicitation requirements include all stated terms, conditions, representations, certifications, and all other information required by FAR 52.212-1, Instruction to Offerors – Commercial Products and

Commercial Services and addendum. While the Government Evaluation Team will strive for maximum objectivity, the evaluation process, by its nature, is subjective, therefore; professional judgment is implicit throughout the entire process. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors.

IV. EVALUATION FOR AWARD

Award will be made to the offeror whose proposal is evaluated as the Lowest Price Technically

Acceptable to the Government. The Government will evaluate proposals based upon the following factors:

• Factor 1: Technical

• Factor 2: Price

Evaluation of Factors

In arriving at the award decision, the Government will do the following:

Step 1: Evaluate all proposals for responsiveness.

Step 2: Evaluate proposals for technical acceptability.

Step 3: List all technically acceptable proposals from lowest price to highest price.

Step 4: Make an award decision based on technical acceptability and a determination that the lowest price is fair and reasonable.

Factor 1: Technical

Each offeror’s technical proposal shall be evaluated based on the sub-factors below to determine the offeror:

(a) Meets the minimum requirements of the SOO; and

(b) Demonstrates a thorough knowledge, understanding, and approach to meeting those SOO requirements.

Technical proposals will be rated in accordance with Table 1 below:

TABLE 1 – TECHNICAL RATINGS

Rating Description

Acceptable Proposal indicates a sound approach and understanding of the requirements of the solicitation with low risk of unsuccessful performance

Unacceptable Proposal does not indicate a sound approach and understanding of the requirements of the solicitation or does not have a low risk of unsuccessful performance

Subfactor A - Completeness and Clarity of Proposed SOW: The proposed SOW must be complete, clear, and concisely describe all tasks, deliverables and timelines required to achieve the objectives outlined in the SOO. It must clearly define scope of work, responsibilities, and performance standards.

Subfactor B - Equipment/Resources/Security/Facilities: The offeror must demonstrate access to the necessary equipment, facilities, ability to adhere to all applicable Department of the Air Force security regulations, and resources required to perform the work as proposed in the SOW. Offeror shall submit appropriate evidence of security accreditation (FCL or other as required). This includes providing documentation of access to facilities via leasing agreements or other relevant documentation.

Subfactor C - Schedule: The offeror must demonstrate Payload Processing Facility availability to meet arrival and initial launch capability (ILC) per SDA’s launch commitments.

Technical Ratings

One technical rating will be assigned to each technical sub-factor. In order for a technical volume to be considered acceptable, the offeror must receive an acceptable rating for each sub-factor.

Factor 2: Price

Proposals that are determined to be technically acceptable that are determined to be responsive will be ranked based on their Total Evaluated Price (from lowest to highest). Proposals that received acceptable ratings for Factor 1 will be evaluated to determine if the proposed prices are fair and reasonable. Each

CLIN will be evaluated individually for fairness and reasonableness which may be determined based on historical pricing or the Independent Government Estimate. The Government may require submission of information other than cost or pricing data to the extent necessary to evaluate price reasonableness

IV. SOLICITATION REQUIREMENTS, TERMS AND CONDITIONS

Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors. Failure to comply with the terms and conditions of the solicitation may result in the offeror being deemed ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale in the cover letter located in the Request for Proposal and Contract

Documentation volume.
