About this file

This is a Statement of Objectives (SOO) for federal contract solicitation FA240126R0001 issued by the Space Development Agency (SDA) for payload processing facility services supporting the SDA Transport Layer Tranche 2 (TLT2) launches at the Eastern Launch Range (Cape Canaveral Space Force Station and/or Kennedy Space Center). The Government seeks a single contractor to provide comprehensive payload processing facility (PPF) services for a minimum of four launches (currently designated launches C, D, I, and J) supporting Space X Falcon 9, ULA Vulcan, and potentially other launch vehicles. The contract will be structured as a Firm Fixed Price block buy of facility time, providing SDA with guaranteed access for satellite processing with flexibility to accommodate mission order changes.

The contractor must achieve ten primary objectives: support payload readiness per Space Vehicle Vendor requirements; maintain payload integrity through appropriate environmental conditions and hardware support; adhere to all safety standards and protocols; minimize schedule risk by meeting established processing timelines; maximize data quality through documented procedures; maintain comprehensive records of all processing activities; optimize cost efficiency; facilitate seamless integration with launch providers and mission operations teams; comply with security requirements including accredited DoD SECRET cryptographic material storage and CUI-accredited workspace; and provide post-processing data review support. Required services encompass receiving operations for ground support equipment and flight hardware; cleanroom garment provision and maintenance; payload-to-launch-vehicle integration support; launch vehicle payload fairing operations including cleaning and encapsulation; on-site support during launch preparations; post-flight processing and data extraction if applicable; facility security; training for government and contractor personnel; and facilities and equipment maintenance. Specific facility requirements include an existing operational facility capable of accommodating Space X Falcon 9 payload fairing processing; appropriate crane weight ratings and hook heights for vertical integration; ISO 8 (Class 100K) cleanroom capability; facility citing for Class 1.4 ordnance; qualified equipment operators; TEMPEST-compliant WiFi connectivity; and video recording and photography capability.

Attachment 1 – Statement of Objectives (Solicitation FA240126R0001)

Statement of Objectives (SOO) for Eastern Range SDA Payload Processing Launch Support

Eastern Range Payload Processing Services

1. Introduction

This Statement of Objectives (SOO) outlines the Government's objectives for procuring payload processing services in support SDA Transport Layer Tranche 2 (TLT2) launches A through J. Currently, four

(4)TLT2 launches (designated as C, D, I, and J; subject to change) will be from the Eastern Launch Range

(Cape Canaveral Space Force Station and/or Kennedy Space Center. The Government seeks a qualified contractor to provide comprehensive facilities services for the preparation, integration, testing, and post-processing data review of satellite payloads, over the period specified, in accordance with all applicable safety regulations, mission requirements, and technical standards. The Government intends to procure

Payload Processing Facility (PPF) services for the Eastern Launch Range.

2. Background

SDA requires the procurement of payload processing services in support of no fewer than four (4) launches on the Eastern Launch Range for the Proliferated Warfighter Space Architecture TLT2. The

Transport Layer is the communication backbone for the Proliferated Warfighter Space Architecture. This capability will allow critical information to be transmitted to warfighters across the globe. As such, it is crucial to the government that the satellites be delivered successfully to orbit. Payload processing services are critical to this objective. Therefore, the government intends to procure one (1) instance of

PPF services to support the TLT2 payload processing and Launch Vehicle (LV) Payload Fairing operations at the Eastern Range in Florida. These services will support launches on Space X Falcon 9, ULA Vulcan, and potentially other vendor launch vehicles. The Government intends to procure these PPF services as a block buy of time to provide SDA with guaranteed access for satellite processing over the time periods specified with Government flexibility to accommodate mission order as needed.

3. Objectives

The Government's intends to acquire payload processing facility service for no fewer than four (4) launches of the SDA Tranche 2 missions. The anticipated contract type will be Firm Fixed Price.

Objectives for this service are:

3.1. Support Payload Readiness: Support the Space Vehicle Vendor’s (SVV) requirements to process the payloads for launch and on-orbit operations, ensuring it meets all mission requirements and performance specifications.

3.2. Maintain Payload Integrity: Ensure facility and personnel provide environmental conditions, supporting hardware, and any services needed to maintain hardware health and safety during all phases of payload processing in the facility.

3.3. Adhere to Safety Standards: Conduct all payload processing activities in accordance with safety protocols and regulations to protect personnel, facilities, and equipment.

3.4. Minimize Schedule Risk: Complete all payload processing tasks within the established timelines to support the planned launch date and mission objectives.

3.5. Maximize Data Quality: Implement procedures to ensure the integrity and quality of facility data collected during PPF occupancy.

3.6. Provide Comprehensive Documentation: Maintain accurate and complete records of all payload processing activities, including procedures, test results, and anomaly reports.

3.7. Optimize Cost Efficiency: Deliver high-quality payload processing services at a reasonable and competitive cost.

3.8. Facilitate Seamless Integration: Work collaboratively with the launch provider, mission operations team, and other stakeholders to ensure seamless integration of the payload into the overall mission architecture.

3.9. Comply with Security Requirements: Adhere to all applicable security regulations and procedures to protect sensitive information and equipment.

a. Provide accredited storage for DoD SECRET class cryptographic material

b. Provide CUI accredited workspace

3.10. Post-Processing data review (if applicable): Provide facility data for performing necessary analyses to support space vehicle (SV) analysis post launch.

4. Scope of Services

The contractor shall provide the following services:

4.1. Receiving: Support all receiving operations required by the SVV, to include Ground Support

Equipment (GSE) and flight hardware.

4.2 Cleanroom garments: Provide and maintain cleanroom garments to support SV and LV operations.

4.3. Integration: Supporting SVV and LV contractors to perform integration of the payload with the launch vehicle adapter or other mission-specific hardware.

4.4 LV Payload Fairing Operations: Provide facility support to LV payload fairing operations to include cleaning and encapsulation of the SV payload.

4.5. SV Payload Support: Providing on-site facility support during launch preparations, including final payload checks and configuration.

4.6. Post-Flight Processing (if applicable): Provide facility support for extracting data, performing post-flight analysis, and preparing the payload for storage or refurbishment.

4.7. Security: Maintaining a secure facility and adhering to all applicable security regulations.

4.8. Training: Providing training to Government, satellite and launch vehicle contractor personnel as necessary for facility operations (if required).

4.9. Facilities and Equipment: Providing and maintaining all necessary facilities and equipment to support payload processing activities. This may include cleanrooms, specialized handling equipment, control rooms for SV test teams, and workspace for Government, SVV, and LV customers.
