About this opportunity

The Department of Agriculture Forest Service seeks septic pumping services for 19 vault toilets across 14 US Forest Service recreation sites in Eagle and Summit Counties, Colorado, with quotations due August 20 and questions due August 12. This is a Total Small Business Set-Aside, restricting competition to small business concerns.

Place of performance is Eagle, Colorado. The contract requires pumping of 1,000-gallon vaults at identified sites when they reach 80% capacity, with removal of 90% of contents, generally requiring at least one pumping per year at most locations. Services must be provided during the pumping season (May 1 through November 30 annually), though pumping may occur outside this window based on temperatures. The contractor must complete pumping within 14 calendar days of notification, dispose of all waste at commercial treatment facilities off National Forest lands in compliance with Federal, State, and local regulations, and provide documentation of volumes pumped and any vault discrepancies. The NAICS code is 562991, Septic Tank and Related Services, with a small business size standard of $9 million.

The contract period runs September 1, 2026, through August 31, 2027 (base year) plus four one-year option periods. Award will be made on a firm-fixed-price basis to the lowest priced, technically acceptable offer. Technical acceptability requires demonstrated experience with at least three similar vault pumping projects within the past five years, identification of equipment, required licenses and permits, and descriptions of challenges and solutions. Contractors must provide pricing for the base period and all four option periods to be considered responsive. Amendment 1 (SF-30), issued August 10, must be acknowledged in the offer submission; failure to acknowledge may result in rejection.
