About this opportunity

The Department of the Air Force Global Strike Command seeks a design-build roof replacement on Building 882 at Malmstrom Air Force Base, Montana, with proposals due July 7, 2026. The procurement is a total small business set-aside under NAICS 238160 (Roofing Contractors), with a small business size standard of $19 million in annual receipts.

Place of performance is Malmstrom AFB, MT (DoDAAC F2W3D5), approximately 21,000 square feet. The scope involves removal of the existing roof down to the structural deck and installation of a new EPDM membrane system rated for 90 mph winds per UFC 3-110-03, with rigid insulation meeting regional R-value requirements, vapor barrier, Densdeck or equivalent, and glued-down EPDM. Work includes asbestos testing per Montana Department of Environmental Quality standards, sealing all penetrations and parapet walls, installing adhesive underlayment to prevent uplift, and installing OSHA-compliant safety tie-off points spaced maximum 20 feet apart. Heat tape installation (5 watts per foot) in downspouts with four new circuits from existing electrical panels is required. The contractor must provide a 20-year No Dollar Limit manufacturer warranty plus one-year workmanship warranty.

Performance period is 360 calendar days from Notice to Proceed, with work conducted Monday–Friday, 0700–1630 hours, excluding federal holidays and Air Force Global Strike Command down days. The building remains occupied during construction, requiring 14 days advance notice. A mandatory site visit is scheduled June 9, 2026 at 1:30 p.m. MDT. Contractor personnel must complete Level I Anti-Terrorism Awareness Training within 30 days and process through Entry Authority List authorization.

The contract includes six line items (design, mobilization, demolition, installation, asbestos testing/monitoring, bonding/taxes) with firm fixed pricing. Performance and payment bonds equal to 100% of contract price are required within 10 days of award. Liquidated damages are $569.48 per calendar day of delay. A bid bond equal to 20% of bid price or $1 million, whichever is less, is required.

Evaluation uses best value tradeoff with past performance weighted as significantly more important than price. Offerors must submit three to five past performance references from projects within five years preceding solicitation release, valued over $350,000, with scope and complexity similar to this work. Technical proposals (30 pages maximum) must demonstrate professional qualifications of the Architecture-Engineering firm and team, including proof of licensure in Montana for architect, structural engineer, or certified roof designer. Past performance and price sections are limited to 50 and unlimited pages respectively. Questions were due June 16, 2026. Prevailing wage rates apply per Department of Labor Wage Determination MT20260062 (January 2, 2026).

The Government reserves the right to cancel the solicitation if funds are not available and has no obligation to reimburse offerors for costs incurred. Offers must remain valid for a minimum 120 days following the due date.
