About this file
This is a Questions and Answers document for federal contract opportunity FA4626-26-R-0014, DSN/CSN Repair Building 882 Roof, a design-build roofing project.
The document addresses twelve contractor inquiries regarding project requirements and clarifications. Key clarifications include: contractor lay down and storage area is located behind Building B-882 along the fence paralleling 78th Street North; asbestos testing is required as base bid work with abatement costs included in the contractor's proposed price, though if asbestos is discovered during testing, abatement will be addressed via change order; lightning protection is not required; a 20-year total system warranty with 90 mph design wind speed is required, though contractors may propose enhanced warranty options; cutting existing metal panels up to 12-18 inches to terminate vertical membrane flashing is acceptable; unforeseen conditions including metal decking, mold damage, or damaged parapet will be treated as modification/change orders; edge material rating will be determined by the General Contractor's designer based on UFC and other applicable requirements; no access ladder or hatch installation is required; the performance period is 240 calendar days after receipt of notice to proceed, extended to 360 days total; for design phase submittals at 35% and 65% stages, only 3 CDs are required with no hard copies needed; heat trace conduits may run on the interior at ceiling level in office spaces and hallways, with exterior penetrations at soffit level; and Prior Project Qualifications should reference CPARS ratings when available.

1 Please identify contractor lay down and storage area in relation to the project/building location.
The area behind the B-882 (project building) along the fence that parallels 78th St. North. See Attachment 10. 1
SOW 3.01 states to perform asbestos testing. It also states to comply with the report in regards to removal/abatement/disposal. Please confirm no abatement pricing is required as part of this solicitation. We assume this will be treated as a change order if required, as no quantities can currently be established.
regards to removal/abatement/disposal. Please confirm no abatement pricing is required as part of this solicitation. We assume this will be treated as a change order if required, as no quantities can currently be established.
Abatement costs shall be part of the contractors' proposed price.
Proposed price shall also include testing to confirm results of the provided test results and preparation of a new report that confirms the info in the report that was provided. An abatement plan shall be part of the new report.

Please provide clarification to the response Question #2 regarding SOW 3.1 as this could have serious cost implications if we are to assume the entire roof contains asbestos and needs removed by an abatement contractor.
- The asbestos report provided with the proposal package are dated 1997. It looks like the roof was also replaced in 1997 based on the provided as builts. It would be much more cost effective to the government to test the new roof as part of the base bid and treat abatement as a change order if needed. If we price the job based on the 1997 asbestos testing report, we would require an abatement contractor to demolish the entire existing roof at a significantly higher cost than a roofer. Please confirm if you would like us to assume the 1997 asbestos testing is accurate and price a full roofing abatement, or if we should price roof asbestos testing only.
Based on page A-7, Note 2 and Detail 3 of Attachment 2 - Bldg.
882 Drawings (1997) it appears new roof was installed right on the deck which would indicate that the old asbestos-containing was removed as part of that project. As such, offerors are asked to include the price of roof asbestos testing only in their proposals. If asbestos is found during the testing of the roof, abatement will be addressed via change order.
3 Please clarify if lightning protection is required on this project. Lightning protection is not required. 1
Warranty:
a. SOW calls for a 20 year manufacturer’s warranty but does not mention a total system warranty. We would like to propose a total systems 30 year warranty with a No Dollar Limit (NDL) solution. Would the government consider this option or should we stick with pricing a 20 year manufacturer’s warranty only?
b. Please clarify if NDL warranty is requested.
c. Please clarify 20 or 30 years warranty is required.
d. Please clarify windspeed warranty (which can be di5erent than design). The current design windspeed is 90 MPH, we recommend matching with a 90 MPH Warranty.
Include total system warranty of 20 years with NDL. Design wind speed shall be 90 mph. 1
5 Is it acceptable to cut the existing metal panel up 12’ - 18’’ in order to terminate the new vertical membrane flashing? Yes, this would be acceptable. 1
Please clarify that if metal decking, mold damage, or damaged parapet are found it will be treated as an unforeseen condition change order. Or would the government like contractors to assume an amount for repairs? If we are to assume an amount, please provide that amount.
The mentioned items would have to be treated as a modification/change order. 1
7 Please confirm what the edge material rating needs to be, we believe UFC standards would drive ANSI/SPRI ES-1 metal.
This is a design-build project; the General Contractor's designer shall determine the design for edge metal rating based on UFC and other applicable requirements.

Questions and Answers
It does not appear an access ladder or hatch is required for the roof based on there is no equipment, please confirm providing access for maintenance is not a requirement in this project.
There is no existing ladder or access hatch and this design does not require the installation of a ladder or access hatch. 1
The current performance period is listed at 240 days in SOW and 270 days in solicitation;
however, the design duration will take up 140 of those days. Will the government consider extending the POP or using administrative POP for design? Please clarify POP duration.
The correct PoP was 240 calendar days after receipt of notice to proceed; however, the performance period will be increased to 360 days.
In section 27.0 SUBMITTALS: Please clarify if exact number of copies are needed at each design phase. Most of the time DoDSafe is used and CDs, full size prints, 11x17 etc. are not needed for each design phase. We just want to confirm as to not include unnecessary costs to the government. We recommend getting final copies of the construction set, but each design review phase can cause confusion and unnecessary costs.
For the 35% and 65% submittals, provide 3 CDs only. No hard copies are required. Delete the requirement for a 95% submittal. 1
Are there routing requirements for the new heat trace circuits? Is the contractor able to run through conditioned spaces on the interior or should we assume all surface mounted conduit on the roof?
Conduits may be run on the interior where appropriate. Where conduit is run on the interior, it shall be above ceilings in office spaces, hallways, etc and at ceiling level in the high bay area.
Penetrate exterior walls at soffit level and paint to match exposed conduits at the soffit and fasia.
12 If we have a CPARS for a project we want to put as a PPQ, do we you PPR sheet or CPARS?
For ease and convenience during the evaluation process, please fill out the project information of Section 1 of the PPR sheet and attached it to the CPARS ratings so it can be used as a substitute for Section 2.
