About this opportunity
The Department of the Army Materiel Command Contracting Command Redstone Arsenal (ACC Redstone) seeks delivery of dry ice to Corpus Christi Army Depot, with proposals due October 14, 2026. The procurement is set aside for Women-Owned Small Businesses under NAICS 325120 with a 1,000-employee size standard.
Place of performance is Corpus Christi, Texas. The base contract runs December 3, 2026 through December 2, 2027, with four one-year option periods extending through December 2031. Delivery is required Tuesdays and Thursdays during facility work hours (0600–1530), excluding recognized federal holidays (New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Independence Day, Juneteenth, Labor Day, Columbus Day, Veterans Day, Thanksgiving, and Christmas), with flexibility to reschedule holiday deliveries to other days within the same week or adjacent business days.
The contract requires 340,080 pounds annually of 60-pound dry ice blocks delivered twice weekly to 12 depot-wide locations; 18,720 pounds annually of 60-pound slabs (2" x 2" x 10") delivered three slabs twice weekly to T700 Engines; and 3,432 pounds annually of 33-pound pellet bundles delivered once weekly to Rotating Electric, for a combined total of 362,232 pounds. Contractors may substitute 18-pound blocks for 60-pound blocks provided total pounds per delivery and annually meet requirements. Pricing is firm fixed price, FOB Destination, with the contractor bearing transportation costs. All unit pricing must be unified across block, slab, and pellet line items; separate per-pound pricing is prohibited. Payment is based on actual accepted pounds delivered, verified by supplier scale tickets.
Contractor delivery personnel require Defense Biometric Identification System (DBIDS) credentials and CAC card access; the Contracting Officer's Representative will sponsor DBIDS and coordinate CAC and escort driver badge requests. The contractor must furnish three ultra-cold-temperature-engineered containers with minimum capacity of 240 pounds and dimensions of 42" x 28" x 35.2" (or 27 x 39 7/16 x 43), to be stationed at three specified locations. The Government provides insulated dry-ice storage containers at remaining delivery sites.
All contractor personnel must comply with facility conduct rules, including submission to searches, criminal background checks, and compliance with Army training requirements (DoD Information Assurance Awareness Training, AT Level I within 30 days, OPSEC training, TARP training annually, and iWATCH briefings). Classified contracts require interim Top Secret clearance prior to facility entry; IT Level I positions require current Tier 5 investigation or interim Top Secret eligibility; IT Level II and III positions require Tier 3 investigation or interim Secret eligibility. The contractor must appoint a senior on-site security point of contact and submit within 15 days of award a notification containing company representative information, employee roster with last four social security numbers, contract number, classification levels, performance locations, and performance dates.
Amendment 0001 (September 18) removed DFARS 252.204-7021 (Cybersecurity Maturity Model Certification). Amendment 0002 (September 21) reduced annual block deliveries from 390,000 pounds to 340,080 pounds across base and option CLINs. Amendment 0003 (September 29, effective September 21) removed DFARS 252.204-7012 and DFARS 252.240-7997. The contractor must submit a site-specific Accident Prevention Plan and Activity Hazard Analysis addressing asphyxiation, cryogenic, material handling, and emergency response hazards within 15 days of award prior to first delivery. Award is based on lowest price among conforming offers. Questions are directed to Edward Chilson at edward.a.chilson.civ@army.mil.
