About this file
This is a Questions and Answers (Q&A) document clarifying dry ice delivery specifications for a federal contract. The Government provides five affirmative responses to a contractor's inquiries regarding acceptable block sizes and delivery formats for solid carbon dioxide.
The contractor requested clarification on whether 18-pound blocks and slabs could be substituted for the specified 60-pound requirement. The Government confirmed acceptance of 18-pound blocks as replacements, provided that the total pounds delivered per delivery point and annually meet contract requirements. Specifically, for CLIN 0001, contractors may supply multiple 18-pound blocks totaling the required pounds per scheduled delivery. For CLIN 0002, ten 18-pound blocks totaling 180 pounds satisfy the requirement for three 60-pound slabs per delivery. Compliance evaluation is based on total pounds delivered rather than individual block weight. The Government permits minor rounding differences per delivery to be reconciled over the contract year, provided the contractor never falls short and delivers the total annual ordered quantity. The proposed product must remain solid carbon dioxide and comply with all required delivery schedules, safety and handling procedures, Safety Data Sheet (SDS) requirements, and distribution specifications.

Text version
1# Could you please confirm whether 18-lb blocks and 18-lb slabs would be acceptable in place of the specified 60-lb requirement?
- Yes would be acceptable
2# Please clarify whether the Government would accept multiple 18-pound dry-ice blocks that provide the equivalent total required weight at each delivery point, instead of individual 60-pound blocks.
Specifically:
1. For CLIN 0001, may the contractor supply 18-pound blocks in quantities that meet the total pounds required for each scheduled delivery, even though the individual blocks would not weigh 60 pounds?
- Yes would be acceptable
2. For CLIN 0002, Q&A 2 states that the exact 60-pound slab dimensions are not mandatory and that blocks may be provided because the shop breaks them down upon arrival. Would ten 18-pound blocks, totaling 180 pounds, satisfy the stated requirement for three 60-pound slabs per delivery?
3. Yes would be acceptable
4. Since the CLIN quantities and pricing are stated in pounds, will the Government evaluate compliance based on the total pounds delivered rather than the weight of each individual block?
- Yes total pounds delivered. Its happened in the past where vendor couldn’t provide agreed upon blocks, therefore bags were delivered. As long as we received the total pounds stated on the contract
5. If 18-pound blocks are acceptable, may minor rounding differences per delivery be reconciled over the contract year so the contractor provides the total annual ordered quantity?
- Yes, as long as the shop is never ‘short’ / total annual ordered delivered = CCAD satisified
The proposed product would remain solid carbon dioxide and would comply with the required delivery schedule, safety, handling, SDS and distribution requirements. We are only requesting clarification concerning the acceptable individual block size.
