About this file

This is a Questions and Answers (Q&A) document addressing contractor inquiries regarding a dry ice delivery contract at a government facility (CCAD).

Container and Delivery Requirements: The contractor must furnish three ultra-cold-temperature-engineered containers with a minimum capacity of 240 pounds of dry ice and dimensions of 42" x 28" x 35.2" (or 27½ x 39 7/16 x 43), to be stationed at DCRF, Building 8 (P62B4 T-700 Compressor Shop), and Building 49 (P61B1 Rotary Wing 1/1st floor in 1st booth). The delivery vehicle may remain inside CCAD for the entire route after the driver obtains proper clearance; no separate escorts are required. Invoicing and Verification: Payment is based on actual accepted pounds delivered, verified by supplier scale tickets rather than government scales or packaged net weight. Any quantity changes to Attachment 2 must be coordinated through the Contracting Officer's Representative (COR); contractors must not fulfill direct shop floor requests. Pricing and Access: Offerors cannot quote different per-pound prices for block, slab/block, and pellet CLINs—all pricing must be unified. The COR can provide temporary escorts for approved substitute drivers without DBIDS/CAC access, though CCAD requests contractors obtain required access as soon as reasonably possible; only one COR is currently available. Invoicing Schedule and Containers: Contractors may submit invoices weekly or monthly through WAWF, with the government preferring submission as soon as possible. No additional amendment or Q&A will be issued regarding final container requirements; the government requests containers suitable for long-term staging in south Texas weather conditions.

2. Will the contractor invoice based on the actual accepted pounds delivered, or will payment be based on the estimated annual CLIN quantities?

actual accepted pounds

3. How will the government verify the accepted weight at delivery—for example, packaged net weight, supplier scale tickets, or a government scale?

- supplier tickets

4. Attachment 2 lists 12 stops and 15 shop entries. May the delivery vehicle remain inside CCAD while completing the entire route, or are separate security clearances or escorts required for any controlled delivery areas?

- delivery vehicle can remain inside CCAD. No escort required once driver obtains proper clearance

5. If a shop requests a quantity different from Attachment 2, will the change be coordinated in advance through the COR, and will the contractor be paid for the actual additional quantity delivered?
