About this file
This is a Questions and Answers document clarifying requirements for an industrial gas delivery acquisition.
The acquisition involves delivery of compressed/liquefied industrial gases to 12 locations at a military facility (CCAD) during Monday-Friday work hours (0600-1530). CLIN 0001 requires 340,080 pounds annually delivered as 56 blocks (60 lbs each) twice weekly, with two line items (#4 and #5) delivered once weekly. CLIN 0002 specifies 18,720 pounds annually of 60-lb slabs measuring 2" x 2" x 10", delivered three slabs twice weekly. Delivery is not required on recognized federal holidays including New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Independence Day, Juneteenth, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, and Christmas Day. Quotes must be submitted by email to Edward Chilson (edward.a.chilson.civ@army.mil). The SBA Nonmanufacturer Rule class waiver applies under NAICS code 325120 for industrial gases. The acquisition is classified as a commodity purchase, not a service, therefore Service Contract Labor Standards wage determinations do not apply. Contractor delivery personnel require Defense Biometric Identification System (DBIDS) credentials and CAC card access for facility gates and doors; the Contracting Officer's Representative will sponsor DBIDS requests and coordinate CAC card and escort driver badge requests through CCAD security. The DFARS cybersecurity clause 252.204-7021 has been removed from the solicitation per amendment 00001.
