About this file

This is a Questions and Answers (Q&A) document clarifying solicitation requirements for a dry ice supply contract.

The contract involves delivering dry ice in block or slab form to multiple delivery points on a recurring schedule. Annual quantities are 340,080 pounds across CLINs 0001, 1001, 2001, 3001, and 4001, with the quantities classified as estimated rather than guaranteed minimums. Offerors must submit separate unit pricing per pound for the base year and all four option years, with all costs including transportation, fuel, delivery, and handling incorporated into the quoted unit price rather than priced separately. The applicable NAICS code is 325120. Deliveries are scheduled for Tuesdays and Thursdays during CCAD work hours of 0600–1530, with flexibility to reschedule federal holiday deliveries to other days within the same week or adjacent business days. The contractor is responsible for unloading and physically placing dry ice at delivery points. While the Government will provide containers at most sites, some sites will require contractor-supplied containers. Product specifications regarding slab weight (60 lb) and dimensions (2" x 2" x 10") are not mandatory, as the shop may break down blocks upon arrival. Quantities in Attachment 2 represent estimated quantities for planning purposes.

1. Option-Year Pricing: Please confirm that offerors should provide separate unit pricing for the base period and each of the four option periods and that price escalation, if any, must be incorporated into those respective option-year unit prices.

Answer: Contractor’s quote should provide pricing for the base year and all option year CLINs.

2. Delivery Charges: Please confirm that all transportation, fuel, delivery, handling, and other associated costs should be included in the quoted unit price per pound rather than priced as separate charges.

Answer: All costs related to each CLIN shall be included in the price per pound (all transportation, fuel, delivery, handling, and other associated costs), these items shall not be quoted separately.

Answer: The NAICS code used for this solicitation is 325120

4. Q&A 2 changes the annual block quantity from 390,000 lb to 340,080 lb. Please confirm that 340,080 lb also applies to option CLINs 1001, 2001, 3001, and 4001, even though the SF 1449 quantity fields still show 390,000 lb.

Answer: Changed quantity for CLINs 0001, 1001, 2001, 3001, and 4001 from 390,000lbs to 340,080lbs in the solicitation.

5. Q&A 3 confirms each slab as 60 lb and 2" x 2" x 10". Please confirm that both the 60-lb weight and those exact dimensions are mandatory for each individual slab.

Answer: No not mandatory. Can be blocks. Shop breaks down when arrives

6. Attachment 2 schedules deliveries on Tuesdays and Thursdays, while the Q&A states no performance on recognized federal holidays. If a scheduled Tuesday or Thursday is a federal holiday, should that delivery be moved to another non-holiday day during the same week, or omitted?

Answer: Moved to another day during same week

7. Delivery Days/Timing: Attachment 2 identifies Tuesday/Thursday and certain once-weekly deliveries. Are deliveries permitted at any time during the stated CCAD work hours of 0600–1530, or are specific appointment/time windows required for each delivery point?

Answer: Any time between 0600 - 1530

8. Government Closures/Holidays: When a regularly scheduled delivery falls on a federal holiday or CCAD closure, should delivery occur on the preceding business day, following business day, or as coordinated with the COR?

Answer: Before or after business day is acceptable to the Government

9. Delivery Containers: Is the contractor required to provide insulated dry-ice storage containers/bins at the individual delivery points, or will Government containers/storage be available for receipt of the dry ice?

Answer: Government provided containers on most sites. Some sites will require contractor container (confirming exact number of sites requiring containers)

10. Delivery/Handling: Is the contractor responsible for unloading and physically placing the dry ice at each individual delivery point, or will Government personnel receive/unload the product from the delivery vehicle?
