About this opportunity
NASA Goddard Space Flight Center seeks design, development, integration, testing, launch, and on-orbit commissioning of a Mars Telecommunications Network (MTN) system, with proposals due approximately 30 days after final RFP issuance on May 1, 2026, and hardware delivery required by December 31, 2028. This is a firm fixed-price contract with indefinite delivery/indefinite quantity (IDIQ) components, full and open competition, no set-aside, governed by Public Law 119-21 (One Big Beautiful Bill Act), with $700 million in statutory funding obligated by September 30, 2026.
Place of performance is Greenbelt, Maryland (NASA Goddard Space Flight Center), with work extending to offsite contractor facilities for Government Furnished Equipment integration and testing. The procurement is limited to U.S. commercial providers who received NASA funding in FY 2024 or FY 2025 for Mars Sample Return commercial design studies and proposed a separately and independently launched Mars telecom orbiter.
Technical scope requires an MTN system delivering communications, positioning/navigation/timing services, and data relay for Mars assets through 2035, with threshold full operational readiness by end of calendar year 2030 (goal: 2029). The system must support Direct with Earth (DWE) links at X-band and Ka-band with minimum 0.1 Mbps forward / 0.5–3.0 Mbps return; UHF proximity links at 2–8 Mbps (threshold/goal); and advanced S/K/Ka-band proximity links at 25–100 Mbps (threshold/goal), with 95% and 98% availability respectively, 3 dB margin, concurrent full-duplex operation, 1.0 Tbyte DWE and 0.5 Tbyte proximity store-and-forward memory, coherent ranging and Doppler services, and 5-year minimum operational lifetime. Contractors must integrate NASA Government Furnished Equipment: two Electra UHF transceivers (valued at $4.028 million and $2.171 million, available February 2027), one prototype baseband unit ($0.250 million, available October 2026), and Ground Support Equipment. The NAICS code is 517410 (Satellite Telecommunications); PSC is DG10.
Contract structure comprises eight CLINs: CLIN 1 (MTN Core Requirement, firm fixed price); CLIN 2 (IDIQ Special Studies, time and materials, not-to-exceed $10 million); CLINs 3–8 (Options for Launch/Integration/Orbit Insertion, and five 12-month Mission Operations periods, all firm fixed price). Offerors must propose milestone payment schedules (maximum ten milestones, minimum 10% final payment) with objective completion criteria and performance/schedule incentives. The T&M IDIQ labor matrix specifies ten labor categories ranging 750–1,250 hours annually with $50,000 fixed annual direct material cost. Evaluation weights technical proposal and past performance significantly higher than price. Technical evaluation includes written Performance Work Statement compliance, oral presentation (240 minutes maximum, 90 charts), RF link budget analysis, cybersecurity questionnaire (CASQ covering NIST SP 800-53 and CNSSP-12 domains), and small business considerations. Past performance references must demonstrate minimum $20 million average annual cost/fee for primes or 25% of proposed subcontract value for significant subcontractors.
Contract requirements include comprehensive project management, systems engineering, safety/mission assurance, software, mission design, and flight operations deliverables under a standard Level 2 Work Breakdown Structure; IT security compliance through NASA OCIO's Commercial IT Request process; Section 508 accessibility; Federal Records Act compliance; disclosure and written approval of Artificial Intelligence use prior to deployment; cybersecurity controls per NIST guidelines; organizational conflict of interest avoidance; and 24-hour notification of major anomalies. The Government will issue advisory determinations on statutory eligibility. Primary contracting officers are Ian Sherry (ian.p.sherry@nasa.gov) and Aaron Case (aaron.m.case@nasa.gov). Industry day was held April 9, 2026, at Goddard; Questions and Responses were updated May 8 and May 14, 2026.
