About this file
This is a Questions and Answers document from the MTN (Moonlight Thorough Node) Draft RFP solicitation. The document addresses a specific inquiry regarding technical specifications referenced in Question 10 concerning oscillator performance standards for a space-qualified application.
The question references an Allan Deviation specification of 2e-12 at 60 seconds, which corresponds to a stability requirement of 0.5 mm/sec at 60 seconds. The response provides two technical resources to support offerors in understanding available solutions: the RK410 Mini USO Data Sheet from Rakon, which details an ovenized space-qualified oscillator product, and a Microchip technical paper presented at the IEEE European Frequency and Time Forum. Both resources address commercially available oscillator technologies and rubidium atomic clock solutions capable of meeting the stated performance requirements, with availability noted as beginning Fall 2026. This clarification document serves to provide offerors with specific product and technical references to support their proposal development for the MTN contract opportunity.

Text version
The recently released MTN Draft RFP questions contained an item under Question 10 that referenced a data sheet available upon request:
“The 0.5 mm/sec at 60 seconds is equivalent to an Allan Deviation of 2e-12 at 60 seconds, which is readily achievable with available ovenized space qualified oscillators or space qualified miniature rubidium atomic clocks (data sheet provided on request) that will be available beginning Fall 2026.”
Can you provide the referenced data sheet?
Response: Here are 2 items to share in reply to the request below:
• RK410 Mini USO Data Sheet from Rakon - probably best to just provide the URL:

OCSO/OCXO%20RK%20410%2051001205.110.pdf
• Paper from Microchip published at the IEEE European Frequency and Time Forum:
