This is Draft RFP Update #2 for the Mars Telecommunications Network (MTN) contract issued on April 8, 2026.
The update introduces CLIN 0009 to capture the total price for integration of the NASA Selected Science Payload. Offerors may propose a contractor-negotiated milestone payment schedule consisting of up to five (5) milestone events for payload integration and verification work, with the final milestone payment not to be less than 10% of the total CLIN 9 price. Each proposed milestone must reflect the contractor's customary commercial financing practice, be objectively identifiable and verifiable by the Government, be directly related to spacecraft development, production, integration, testing or delivery, represent meaningful and measurable work accomplishment corresponding to actual progress, and not exceed the value of work reasonably expected at that milestone. Proposed milestone schedules must be submitted in Exhibit 9 (Price volume) and Table 3 of the Contractor Negotiated Milestone Payment Schedule clause (Offer volume), in accordance with FAR 52.232-29 and FAR 32.206.
The Government will evaluate the proposed fixed price for the MTN Core Requirement, Launch Services, Integration and Orbit Insertion, 5 Years of Mission Operation Relay, CORE Integration of the NASA Selected Science Payload, T&M Pricing Model, and fully loaded fixed rates for IDIQ Services with the completed Attachment E IDIQ Matrix. All price analysis will be performed at the contract level and presented to the Selecting Official. Due to the addition of Cost Exhibit 9, the Draft CASQ will now be Exhibit 10, the Draft Past Performance Questionnaire will be Exhibit 11, and the Draft MTN Proposal Mission Trajectory Instructions will be Exhibit 12.

Draft RFP - Mars Telecommunications Network (MTN)
Update #2 (04/08/2026)
This update to the Draft RFP provides the updated documents and information that will be captured upon the release of the MTN Final RFP.
Potential offerors are encouraged to also provide comments on the updated documents. This includes the enclosed revised Statement of Objectives, Draft Performance Work Statement and Cost Exhibit 2-9.
For simplicity, below are sections of the Draft RFP that will be updated as follow:
• CLIN 0009 will be incorporated for Offerors to Capture the total price for Integration of the NASA Selected Science Payload
• Contractor Negotiated Milestone Payment Schedule - Table 3 will be added that will allow potential offerors to propose up to five (5) milestone payments associated with the Integration of the NASA selected Science Payment.

A.8.2. Price Volume Instructions
(b) (1) (7) Exhibit 9 - CORE REQUIREMENTS FIRM FIXED PRICE - CLIN 0009 NASA SELECTED SCIENCE PAYLOAD MILESTONE PAYMENT EVENTS - In accordance with FAR 52.232-29, Terms for Financing of Purchases of Commercial Products and Commercial Services, and FAR 32.206, the Offeror may propose a milestone payment schedule consisting of no more than five (5) milestone events; and the final milestone payment shall not be less than 10% of the total CLIN 9 price. The proposed milestone schedule shall be submitted using the format provided in Exhibit 9 and shall be included in the Price volume. Additionally, the offeror shall complete Table 3 of the Contractor Negotiated Milestone Payment Schedule clause and shall be submitted in the Offer volume. Furthermore, each proposed milestone event must: (i) Reflect the Contractor's customary commercial financing practice for contracts of similar scope, complexity, and value, as required by FAR 32.206(b)(1); (ii) Be objectively identifiable and verifiable by the Government (iii)Be directly related to the development, production, integration, testing, or delivery of the spacecraft under this contract; and (iv) Government upon completion; (v) Represent a meaningful and measurable work accomplishment that corresponds to actual progress toward final delivery; (vi) Not result in any individual milestone payment that exceeds the value of work reasonably expected to be completed at that milestone event.
• 2.212-2 Evaluation - Commercial Products and Commercial Services (NOV 2025) (Deviation)
(a)(3)Price
The Government will evaluate the proposed fixed price for the MTN Core Requirement, the Launch Services, Integration and Orbit Insertion, the 5 Years of Mission Operation Relay, Proposed CORE Integration of the NASA Selected Science Payload, the T&M Pricing Model, along with the assessment of the proposed Fully Loaded Fixed Rates for the IDIQ Services submitted with the completed Attachment E, IDIQ Matrix.
The Total evaluated price will be presented to the Selecting Official. All price analysis will be performed at the contract level.
• As a result of the addition of Cost Exhibit 9, the Draft CASQ will now be Exhibit 10, the Draft Past Performance Questionnaire will be Exhibit 11, and the Draft MTN Proposal Mission Trajectory Instructions will be Exhibit 12.
