About this opportunity
The Air Force Materiel Command Lifecycle Management Center (AFLCMC/ESSK) is releasing a Draft RFP as a Request for Information (RFI) to solicit industry feedback on the Global Unified Airbase Readiness and Defense (GUARD) multiple-award IDIQ for Integrated Base Defense Security Systems (IBDSS), with written responses due by October 14, 2026, at 1200 EDT. Two of up to ten IDIQ awards are reserved for qualified Small Business offerors under FAR 19.112(a)(2)(i).
The GUARD IDIQ will acquire and sustain IBDSS tailored to the Air Force Security Forces community to deter, anticipate, deny, detect, report, delay, assess, and track hostile forces and targets for protection of resources and personnel at Air Force installations globally (CONUS and OCONUS). Design and Install efforts will be competed separately among IDIQ holders through smaller, more frequent Delivery Orders awarded on imminent need and project viability; Sustainment will be performed on a regional basis. The Government will conduct pre-award Site Surveys to ensure requirements specificity.
The GUARD IDIQ carries a $1.98 billion ceiling with a two-year base Ordering Period and options extending to ten years total, plus five additional years for task and delivery order performance. Offerors must propose 30% small business participation, including minimum thresholds of 5% Small Disadvantaged Businesses, 5% Woman-Owned Small Businesses, 5% Service-Disabled Veteran-Owned Small Businesses, and 3% HUBZone Small Businesses.
Evaluation follows a multiphase process: Phase I uses a Relevant Experience Self-Scoring Matrix (1,651 points maximum) assessing DISA STIG evaluations, defense security system sustainment, host nation licensing, network engineering, systems engineering capabilities, and UL2050 CRZH certification. The anticipated top 15 scoring offerors advance to Phase II Technical Evaluation, where two sample problems address intrusion detection system conceptual design and network engineering. The Government anticipates awarding the ten highest technically rated offerors with fair and reasonable pricing, with right to award fewer or more if in its best interest.
Responses must use the provided Comment Resolution Matrix, categorizing feedback as Critical (C), Substantive (S), or Administrative (A), and must not exceed 20 pages plus one cover letter (21 pages total). Submit electronically to Ms. McKenna Clippert (mckenna.clippert@us.af.mil) or Capt Deandra Dyer (deandra.dyer@us.af.mil). This RFI is solely for informational and planning purposes; responses are not offers and cannot form binding contracts. Respondents bear all response costs. The Government will consolidate RFI responses and industry day questions into a single document prior to formal RFP release.
