About this file

This is a Request for Information (RFI) issued by the Air Force Life Cycle Management Center (AFLCMC/ESS), Force Protection Systems Division, located at Hanscom Air Force Base, Massachusetts. The RFI concerns a Draft Request for Proposal (RFP) for the Global Unified Airbase Readiness and Defense (GUARD) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple-Award Contract. The GUARD IDIQ will acquire and sustain Integrated Base Defense Security Systems (IBDSS) tailored for the Air Force Security Forces community, providing capabilities to deter, anticipate, deny, detect, report, delay, assess, and track hostile forces and targets to protect resources and personnel. The contract structure represents a departure from the predecessor IBDSS Next program; while Sustainment will continue on a regional basis performed by a single contractor, Design and Install (D&I) efforts will be competed separately among IDIQ holders, resulting in smaller and more frequent Delivery Orders awarded based on imminent need and project viability. The Government will conduct Government-only pre-award Site Surveys to enable requirements specificity.

Responses to this RFI must be submitted via email to Ms. McKenna Clippert (mckenna.clippert@us.af.mil) and Capt Deandra Dyer (deandra.dyer@us.af.mil) no later than 14 October 2026 at 1200 EDT. Respondents must use the provided Comment Resolution Matrix (CRM) and may submit additional documentation not exceeding twenty pages plus one cover letter, for a total non-CRM submission of twenty-one pages. Comments should be labeled as "C" for critical issues, "S" for substantive comments, or "A" for administrative comments. The Government will consolidate responses with questions and answers from the Industry Day into a single document prior to formal RFP release. The RFI is solely for informational and planning purposes and does not constitute a solicitation; responses are not offers and cannot form binding contracts. Respondents bear all expenses for responding.

Request for Information (RFI) for Global Unified Airbase Readiness and Defense (GUARD)

Indefinite Delivery Indefinite Quantity (IDIQ) Multiple-Award Contract DRAFT Request for Proposal (RFP)

FORCE PROTECTION SYSTEMS DIVISION

AIR FORCE LIFE CYCLE MANAGEMENT CENTER (AFLCMC/ESS)

HANSCOM AFB, MA

1. Introduction, Background, and Objectives

AFLCMC/ESSK is issuing this Draft RFP as an RFI to improve understanding of market landscape and engage with industry to ensure our acquisition strategy and formal RFP, upon release, are understandable and actionable.

The GUARD IDIQ provides for the acquisition and sustainment of Integrated Base Defense Security Systems (IBDSS) tailored to the Air Force Security Forces community, ensuring the warfighter is equipped with a means to deter, anticipate, deny, detect, report, delay, assess, and track hostile forces and targets for the protection of resources and personnel.

All interested parties are encouraged to respond to this notice in accordance with (IAW) the instructions addressed herein.

1.1 Notional Order Structure

The GUARD IDIQ is anticipated to be a Multiple-Award IDIQ, evaluated for award on a Highest Technically Rated Offeror with a Reasonable and Realistic Price (HTRO-RRP) basis, as detailed in Sections L and M. The Government is providing a brief description of the notional order structure below for informational purposes only to aid in understanding of the effort at large.

The notional order structure will depart from the predecessor effort, referred to as IBDSS Next.

Under IBDSS Next, Design and Install (D&I) efforts and Sustainment were divided regionally and performed by a single Contractor within the specified region. Under the GUARD IDIQ, Orders are anticipated to be separated. Sustainment is expected to be performed on a similar regional basis, but D&I efforts will be competed amongst IDIQ holders separately, resulting in smaller and more frequent Delivery Orders, awarded based upon imminent need and project viability. The Government anticipates performing Government-only pre-award Site Surveys to allow for requirements specificity.

Additional submitted documentation shall not exceed twenty (20) pages, in addition to a one (1) page Cover Letter. Total non-CRM submission shall not exceed twenty-one (21) pages.
