About this file
This is Section M (Evaluation Factors for Award) of a federal Indefinite Delivery/Indefinite Quantity (IDIQ) solicitation for the GUARD (Global Unified Airbase Readiness and Defense) program, dated 21 September 2026. The evaluation and award process follows Revolutionary Far Overhaul (RFO) Part 15 regulations, Defense Federal Acquisition Regulation Supplement (R-DFARS), Department of the Air Force Contracting Compass procedures, and DoD Source Selection Procedures dated 20 August 2022.
The Government anticipates awarding ten (10) total IDIQ contracts to the ten (10) highest technically rated offerors with fair and reasonable pricing, with the right to award fewer or more awards if determined in the Government's best interest. The selection process is multiphase: Phase I requires offerors to self-score using the Relevant Experience Scoring Matrix (Section J, Attachment 04), with the anticipated top fifteen (15) scoring offerors advancing to Phase II Technical Evaluation. Two (2) IDIQ awards are reserved for qualified Small Business offerors in accordance with RFO 19.112(a)(2)(i), which may allow small business offerors to proceed to Phase II even with lower scores than large business competitors. Phase II consists of two sample problems: Sample Problem #1 requests a conceptual design for an intrusion detection system at a Protection Level 2 Ramp aligned with the Configuration Management Document (CMD), and Sample Problem #2 relates to Network Engineering. Supporting documents, drawings, and evaluation criteria will be provided in the Bidder's Library upon formal RFP release. The Government intends to award without discussions but reserves the right to conduct discussions within the competitive range if deemed in its best interest. Offerors must meet all solicitation requirements, terms, conditions, representations, and certifications; failure to comply may result in ineligibility for award.

M-1.0 BASIS FOR CONTRACT AWARD
a. This is an IDIQ source selection conducted in accordance with the Revolutionary Far Overhaul regulations (RFO) Part 15, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (R-DFARS), the Department of the Air Force Contracting Compass (to be referenced as DAF Part/Section), Department of Defense (DoD) Source Selection Procedures dated 20 August 2022, and Air Force Mandatory Procedures 5315.3, dated 16 October 2024. These regulations are available electronically at the Air Force (AF) RFO site, acquisition.gov.
b. Contract(s) may be awarded to the offeror(s) who is deemed responsible in accordance with RFO Part 9.1 as supplemented, whose proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation) and is judged based on the evaluation of the Relevant Experience Self-Scoring Matrix and the responses submitted to both Technical Solutions. While the Government will strive for maximum objectivity, the source selection process is subjective by nature; therefore, professional judgement is implicit throughout the entirety of the process.
c. The Government will review all documents for compliance with Section L. When all requested documents are received and confirmed compliant, the offeror’s proposal package will be submitted for evaluation.
d. The Government anticipates awarding ten (10) total Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to the ten (10) highest technically rated offerors with a fair and reasonable price, IAW RFO 15.103-3. The Offeror’s total overall score will consist of the cumulative points earned in both Phase I and Phase II. The Government retains the right to award fewer or more than ten
(10) awards should it be determined in its best interest. In the event that the Government does decide to award more than ten (10) contracts resulting from this solicitation, it will award the contract(s) to the next highest ranked Offeror(s) before a natural break in cumulative scores of all ranked Offerors. In the event of a tie/essentially equal finding at the tenth (10th) position, all Offerors tied/of essentially equal finding at the tenth (10th) position will receive an award. If one (or more) of the Offerors in the top ten (10) verified ratings (or more than ten (10) should the Government make additional awards) is found to not have a fair and reasonable price, it will be eliminated from the ranking. No further ranking beyond the awardees will be made.
e. This is a multiphase acquisition. Phase I, Relevant Experience and Artifacts, will be scored by the
Offeror using the Relevant Experience Scoring Matrix, Sec J, Attachment 04. The Government anticipates that the fifteen (15) Offerors with the highest numerical score will be evaluated in Phase II, Technical Evaluation. In the event of a tie/essentially equal finding at the fifteenth (15th) position, all Offerors tied/of essentially equal finding will proceed to Phase II. The Government reserves the right to allow additional offerors to proceed to Phase II.
f. This solicitation is intended to result in award to a mix of small and other-than-small businesses, such that small business set-aside Delivery Orders may be awarded IAW RFO 16.507-6(c). As such, IAW RFO 19.112(a)(2)(i), the Government will reserve two IDIQ awards for qualified Small Business offerors. This may result in circumstances where a Small Business Offeror may proceed to Phase II, Technical Evaluation, even if its ratings are lower than a Large Business Offeror. In this instance, Small Business offerors will proceed to Phase II in addition to the fifteen offerors with the highest numerical score.
g. The presentations given in Phase II, with their accompanying written documentation, will be evaluated by the technical evaluation team [using points]. Amendments nor adjustments to the Sample Problems submitted by the contractor will be permitted after proposal submission.
M-1.1 Award Without Discussions
The Government intends to award without discussions, but reserves the right to hold discussions with offerors within the competitive range if it is determined to be in the best interest of the Government. Offerors are advised to submit their best offer in the initial proposal. If, during the evaluation period, it is determined to be in the best interest of the Government to hold discussions, offeror responses to Evaluation Notices (ENs) and the Request for Final Proposal Revision (FPR) shall be considered in making the source selection decision. If the offeror’s proposal has been evaluated as acceptable at the time discussions are closed, any changes or exceptions in the FPR are subject to evaluation and may introduce risk that the offeror’s proposal be determined unacceptable and ineligible for award.
M-1.3 Solicitation Requirements, Terms, and Conditions
Offerors shall meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award. Offerors shall clearly identify any exception to the solicitation terms and conditions and shall provide complete supporting rationale.
M-2.0 Sample Problems
Phase Two of this evaluation will consist of two sample problems, which will not be released with the Draft RFP. The anticipated approach is as follows:
Sample Problem #1 is anticipated to request a conceptual design for an intrusion detection system at a Protection Level (PL) 2 Ramp in alignment with the Configuration Management Document
(CMD).
Sample Problem #2 is anticipated to be related to Network Engineering.
Documents, drawings, and additional information required for the Sample Problems will be housed in the Bidder’s Library, which will be published at time of Formal RFP release. Evaluation criteria for these specific Sample Problems, as well as instructions for submission, will be finalized at RFP release.
