About this opportunity
The Department of the Air Force Materiel Command at Hanscom Air Force Base is issuing a Request for Information seeking vendor capabilities to conduct a Product Support Business Case Analysis for the Integrated Base Defense Security Systems program, with white papers due August 27, 2026. This is an information-gathering activity and does not constitute a commitment to contract.
The IBDSS program encompasses five major systems: Fixed-Site Electronic Security System supporting 80+ CONUS and USAFE locations, Remote Target Engagement System at nuclear security sites, Physical Security Information Management across 80+ Air Force installations, Deployable-Mobile Security Awareness Tool for 104 bases, and Tactical Security System providing 76 rapidly deployable security solutions. The PS-BCA must exclude Foreign Military Sales, Reserve ESS sustainment, National Guard ESS sustainment, and PACAF ESS sustainment.
Responding contractors must demonstrate expertise in evaluating product support alternatives over a twenty-year timeframe, with specific capability emphasis on COTS obsolescence management, geographically dispersed logistics with overseas operations, information assurance and cybersecurity sustainment, transition planning and knowledge transfer, technical data and intellectual property strategies, supply chain risk management including DMSMS mitigation, and configuration management across multiple installations. The analysis must align with DoD Product Support Business Case Analysis Guidebook and specified Air Force instructions and manuals.
Interested parties must submit a five-page single-PDF capability statement including administrative information, relevant experience from DoD or Department of War programs conducted within the past five years, cost estimating and risk modeling methodology, and data analytics capabilities. Written questions only are accepted via email to david.turnblom@us.af.mil.
