About this file

This is a draft self-scoring matrix template for evaluating relevant experience qualifications in response to the GUARD IDIQ solicitation (FA2381-26-R-B012). The matrix is designed for Phase I evaluation and contains six scoring elements with a cumulative maximum of 1,651 points.

Element 1 (378 points maximum) evaluates whether offerors have performed on Department of War contracts requiring successful New System Authorization to Operate (ATO) approval or validation of security requirements against existing ATO baselines within the past five years. Qualifying activities include delivery of DISA STIG/SRG evaluations, vulnerability assessments, Ports/Protocols/Services reports, topology diagrams, hardware lists, software lists, and Software Bills of Materials with vulnerability reports. Element 2 (500 points maximum) assesses sustainment of defense security systems on Department of War or equivalent federal contracts within five years, with point values based on installation size measured in alarm points (small: <1,500 points for 10 points; medium: 1,500-2,999 points for 25 points; large: >3,000 points for 50 points) and up to 20 additional points for Sensitive Compartmented Information Facilities (SCIFs) or Special Access Program Facilities (SAPFs) work. Element 3 (120 points maximum) requires acquisition and maintenance of host nation business licenses and visas, with points varying by geographic region (Europe: 20 points; Indo-Pacific: 15 points; Africa and Central Asia: 5 points each). Element 4 (235 points maximum) evaluates network engineering activities including wireless network installation (50 points), secure Layer 3 network design and implementation (48 points), Post-Quantum Cryptography planning (25 points), hardened ACL design (22 points), FIPS compliance (20 points), AAA implementation (19 points), DISA STIG implementation (19 points), RMF support (17 points), and 802.1X deployment (15 points). Element 5 (378 points maximum) assesses systems engineering activities across 16 categories ranging from annunciator installation (40 points) to explosion-proof sensor installation (4 points), including access control systems, biometrics, CCTV systems, perimeter detection, and video management systems. Element 6 (40 points maximum) requires an active UL2050 CRZH Company Certification, with up to three additional examples worth 10 points each. The template includes reference input fields for offerors to provide contract details, performance dates, and customer validation information for each claimed experience.
