About this opportunity

The Naval Air Warfare Center Aircraft Division (NAWCAD) is seeking a contractor to provide organic engineering, airworthiness certification, and manufacturing resources and deliverables for systems development, integration of new technology, experimentation, and maturation of prototype systems on aircraft. The contractor will also need to have the ability to host and conduct nonrecurring meetings with a maximum of 25 attendees. The contract is expected to be awarded by May 10, 2023.

List of services and products to be provided:

  1. Organic engineering resources and deliverables
  2. Airworthiness certification resources and deliverables
  3. Manufacturing resources and deliverables
  4. Systems development resources and deliverables
  5. Integration of new technology resources and deliverables
  6. Experimentation resources and deliverables
  7. Maturation of prototype systems on aircraft resources and deliverables
  8. Hosting and conducting nonrecurring meetings with a maximum of 25 attendees.

Industry questions have closed as of 27 September for the Draft RFP phase.  NAWCAD will post our responses to this announcement in the next week. The Final RFP is still projected for release by mid to late October.  At this time please find enclosed the APSD Industry Day Briefing and the list of companies who attended industry day.

Draft Request for Proposal (RFP) Aircraft Prototype System Division (APSD) Contractor Support Services (CSS)

The final APSD CSS RFP will be released via Procurement Integrated Enterprise Environment (PIEE) mid to late October 2023 with an anticipated thirty (30) calendar days for proposal submission.    

Industry questions on the Draft RFP is due no later than September 27, 2023.  

The anticipated NAICS code for this requirement is 336413 with a size standard of 1,250 employees. The anticipated product service code (PSC) is K015. Interested small businesses that are qualified as a small business concern under the NAICS 336413, within a size standard of 1,250 employees, are encouraged to submit their comments and feedback and should identify their company’s small business size standard based on that code.

Note: For the purpose of this draft solicitation, the sample task have been removed.  The sample tasks will be included in the final solicitation.
