About this file
This document summarizes an industry day briefing for a draft request for proposal for contract support services from the Aircraft Prototype Systems Division. The solicitation number is N00421-23-R-0051 and seeks to award an indefinite-delivery/indefinite-quantity contract with a ceiling of over $100 million to support prototyping, experimentation, technology demonstrations, limited production, and non-traditional manufacturing support. Eligible offerors must be small businesses and have AS9100D certification at time of proposal submission. The period of performance is anticipated to be five years from FY24 to FY29 with two one-year option periods. The work requires performance both on-site at NAS Patuxent River and off-site at contractor facilities and includes systems engineering, airworthiness, logistics, software, and contractor-provided aircraft support. Evaluation will not utilize past performance.

OCIs
• Organization and Consultant Conflicts of Interest are governed by FAR 9.5
• The NAVAIR Clause 5252.209-9510 “ORGANIZATIONAL
CONFLICTS OF INTEREST (NAVAIR) (SERVICES)(MAR
2007)” will be included in the solicitation.
• The clause is designed to notify offerors that they may perform activities within a services contract that could limit their future competitive opportunities.
• Waivers (aka “firewalls”) are difficult to process and approve.
• OCIs have seen an increased level of scrutiny in GAO protests over the last few years, and NAVAIR takes them very seriously.
• This applies to the prime contractor and subcontractors.
• During competitive opportunities, the Government conducts specific, fact based reviews of procurements where OCIs may exist, specific to the competitive opportunity.
