Update #4 ·

1.  Description of Supplies/Services:

Amendment 02 to this Special Notice is being released for informational purposes only and serves to mutually benefit the Government and Industry.  The Government is currently looking for best practices and Industry feedback on the following:

  1. Request for Proposal (RFP) Section J (List of Attachments), Attachment 0002, Price Model, for 3GEN FLIR LRIP Dewar Cooler Bench (DCB);

    1. The Government is in the process of developing a number of attachments in regards to the anticipated solicitation to provide supplemental information to and/or capture additional information from Offerors.  One such attachment, tentatively marked as “Attachment 0002”, will be an Excel workbook (3GEN_DCB Price Model_Draft_v5_06-18-2021_Locked.xlsx) that contains the Price Model currently being considered for the tentative solicitation.  The Government is considering that Offerors input cost estimates and prices from their Cost / Price volume into the Price Model so that the Government may analyze and summarize the data in an automated fashion.  The Government welcomes any feedback, be those proposed changes or other comments, that the Government should consider.

    2. The proposed Price Model consists of six (6) spreadsheets in an Excel workbook; the first is a Summary tab, the second is the Hardware data entry table, the third is a summary of the Total Services, and the fourth, fifth, and sixth are the Labor, Repair Material, and Travel data entry tables for Services, respectively.  The Government is considering that Offerors input the appropriate data for their proposal into the Price Model tables at tabs 2, 4, 5, and 6 as indicated (i.e., only yellow-colored cells are editable by the Offeror).  Once the Price Model has been completed, the Contractor shall additionally provide the Government with the updated Excel file as part of their proposal in accordance with (IAW) all applicable instructions in Section L and the RFP.  The Government is soliciting industry input to identify any technical or programmatic concerns, with supporting rationale, resulting from the proposed use and organization of the Price Model, directions for its use and submission to the Government, the cost and pricing data being solicited and their relationship to Volume II of the Offeror’s proposal, and any calculations performed upon the data input into the model or otherwise.

  2. Request for Proposal (RFP) Section L (Instructions, Conditions, and Notices to Offeror’s) for 3GEN FLIR LRIP Dewar Cooler Bench (DCB);

    1. The Government is in the process of establishing the detailed instructions to guide Offerors proposal preparation, packaging, and submission requirements for an anticipated solicitation.  The Government welcomes any feedback, be those proposed changes or other comments, that the Government should consider.

    2. The proposed Section L describes a five volume proposal, one volume each for Technical, Cost / Price, Past Performance, Small Business Participation Plan, and Solicitation, Offer and Award Documents and Certifications/Representations.  It also identifies three sub-factors to be addressed in the Technical volume (DCB Deliveries, Performance Yield, and Design Enhancement).  The Government is soliciting Industry input to identify any technical or programmatic concerns, with supporting rationale, resulting from the planned RFP’s organization, directions for creating each volume, Technical subfactor selection, and associated proposal narrative requirements.

  3. RFP Section M (Evaluation Factors for Award) for 3GEN FLIR LRIP Dewar Cooler Bench (DCB);

    1. The Government is in the process of establishing this anticipated solicitation’s basis of award, factors and subfactors to be evaluated, and the Government’s planned evaluation approach.  The Government welcomes any feedback, be those proposed changes or other comments, that the Government should consider.

    2. The Government intends to utilize a consistent and methodical approach by the Source Selection Team using standard Technical, Past Performance, and Small Business Participation rating definitions to evaluate the respective volumes.  The Government welcomes any feedback, be those proposed changes or other comments, that the Government should consider.

The Government requests Industry feedback via tracked changes / comments along with explanations / rationale for any of these changes and/or questions within (1) calendar days after the posting of this Special Notice.  All tracked changes/comments or questions will be reviewed by the Government with the intention of incorporation into the proposed RFP’s Sections J, L and M upon adjudication and concurrence.

*Extending Question submission date to 29 May 2021 at 12:00pm

Amendment 01 to this Special Notice is being released for informational purposes only and serves to mutually benefit the Government and Industry.  The Government is currently looking for best practices and Industry feedback on the following:

i. Contract Data Requirements Lists (CDRLs) for 3GEN FLIR LRIP Dewar Cooler Bench (DCB);

ii. Proposed changes to the existing 3GEN FLIR DCB Performance Specifications identified in a draft Notice of Revision (NOR).  The intent is to address changes discovered from the Engineering Manufacturing Development (EMD) effort and improve producibility for the Low Rate Initial Production (LRIP) contract.  The Government requests Industry feedback on the draft NOR specific to the following questions:

     a. The Government is considering updating the identifying MIL-PRF document numbers to all new numbers for the LRIP effort to avoid confusion from the existing EMD versions.  Please provide the, if any, estimated cost to incorporate a new LRIP identifier version of the technical documents in your requirement decomposition database.  Note that the current Requirement identification numbers in the EMD versions will remain unchanged in the LRIP versions.

     b. The NOR includes an updated Verification Cross-Reference Matrix (VCRM) that includes additional columns for Acceptance Testing (AT) and First Article Testing (FAT) to be invoked for the LRIP effort to standardize the verification methods for production.  The Government is soliciting industry input to identify any programmatic impacts with supporting rationale resulting from the proposed changes specifically for the verification method and those specifications marked for AT and FAT.

     c. For each proposed change in the draft NOR, identify any cost impact to the DCB and/or FPA manufacturing yield, test duration, test cost, or any other impacts for the LRIP effort to include rationale to support the claimed impacts.

     d.The Government’s intent behind the proposed changes is to improve DCB producibility and reduce their respective manufacturing costs for the LRIP effort.  Does the responding organization have any proposed changes that the Government should consider?

The Government requests Industry feedback via track changes/comments along with explanations/rationale for any of these changes and/or questions within (20) calendar days after the posting of this Special Notice.  All tracked changes/comments or questions will be reviewed by the Government with the intention of incorporation into revised CDRLs and an associated NOR.
