PROGRAM: Third Generation Forward Looking Infrared (3GEN FLIR) Dewar Cooler Bench (DCB)
CONTRACT NUMBER: W909MY-21-R-C010
CONTRACTOR: TBD
1. PURPOSE
The purpose of this Quality Assurance Surveillance Plan (QASP) is to provide Third Generation Forward Looking Infrared (3GEN FLIR) Dewar Cooler Bench (DCB) with the procedures necessary to monitor the performance of the successful offeror under solicitation number W909MY-21-R-C010. This plan provides detailed methods for identifying, recording, and reporting deficiencies observed in the 3GEN FLIR DCB program.
2. FUNCTIONS SURVEYED
The functions surveyed are Technical, Schedule, Management, and Cost requirements under this contract. Overall performance will be reviewed monthly by evaluation of all deliverables by the Contracting Officer Representative (COR). The DCB contract will have a 48 month period of performance (PoP); 48 month base and 29 month option.
The option will be awarded approximately 18 months into the base period to allow for 17-month lead time and a 12-month delivery. The Contractor will be required to manufacture and deliver 3GEN FLIR DCBs to support Abrams M1A2 System Enhancement Program Version 4 (SEPv4) and Next Generation Combat Vehicle (NGCV) / Optionally Manned Fighting Vehicle (OMFV). The Contractor shall provide the technical/engineering services, program management, configuration management, quality assurance, and safety requirements to support the production of 3GEN FLIR DCBs. This will be a hybrid Firm-Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) contract. The FFP portion will cover the procurement of hardware and the CPFF portion will cover the technical & engineering, test, and logistics services.
3. MANAGEMENT APPROACH
This QASP defines the management approach taken by the 3GEN FLIR DCB program to monitor, manage and take appropriate action on the Contractor’s performance against requirements communicated in the performance work statement (PWS).
Coordination between the Government 3GEN FLIR project lead and the Contractor project lead will ensure mutual understanding of the requirements. The Government 3GEN FLIR project lead through periodic interface with the Contractor team members shall conduct a 100% inspection to validate that the requirement timelines are being met.
4. MANAGEMENT STRATEGY
The Contractor’s internal quality control system will set forth the staffing and procedures for self-inspecting the quantity, quality, timeliness, responsiveness, customer satisfaction, and other requirements as stated in the PWS. The Contractor will use its internal quality control system to assess and report their performance against the schedule requirements in the PWS to the designated Government representative.
The Government 3GEN FLIR project lead shall provide the COR, on a monthly basis, an assessment of the Contractors’ ability to plan and implement staffing changes, as required, to deliver DCBs per the schedule in the PWS and/or the contract.
This QASP is a “living document”, and the COR may review and revise it on a regular basis. However, the COR shall coordinate changes with the Contractor. Copies of the original QASP and revisions shall be provided to the Contractor and Government officials implementing surveillance activities.
5. SCOPE
To fully understand the roles and responsibilities of the parties, it is important to define the distinction in terminology between the Quality Program Plan (QPP) and the QASP.
The Contractor, not the Government, is responsible for management and quality control actions necessary to meet the quality standards set forth by the contract.
The QASP is put in place to provide Government surveillance oversight of the Contractor’s quality control efforts to assure that they are timely, effective and are delivering the results specified in the contract. The QASP is not a part of the contract and is not intended to duplicate the Contractor’s QPP.
6. ROLES AND RESPONSIBILITIES
The following personnel shall oversee and coordinate surveillance activities.
6.1 PROCUREMENT CONTRACTING OFFICER (PCO)
The Procurement Contracting Officer (PCO) will ensure performance of all necessary actions for effective contracting, ensure compliance with the contract terms, and will safeguard the interests of the United States in the contractual relationship. The PCO will also insure that the Contractor receives impartial, fair, and equitable treatment under this contract. The PCO is ultimately responsible for the final determination of the adequacy of the Contractor’s performance.
6.2 CONTRACTING OFFICER’S REPRESENTATIVE (COR)
The COR is responsible for technical administration of the contract and will assure proper Government surveillance of the Contractor’s performance. The COR will keep a quality assurance file to document the inspection and evaluation of the Contractor’s work performance. Government surveillance may occur under the Inspection of Services clause for any/all services relating to the contract. The COR can request assistance from the DCMA QAS or other Government Technical SMEs to monitor specific aspects of the contract as described in the Performance Requirements Summary (Appendix A). Additionally, the COR or designee may use the QASP checklist (Appendix B) to assist in quality assurance surveillance duties. The COR is not empowered to make any contractual commitments or to authorize any contractual changes on the Government’s behalf.
6.3 QUALITY ASSURANCE EVALUATOR (QAE)
The QAE (or representative) periodically observes Contractor performance, reviews delivered service, reviews quality management corrective actions, keeps current records of performance issues and results, periodically assesses and documents Contractor performance and communicates findings as necessary with the Contractor and the PCO through the COR. The documentation of performance assessment constitutes an official record and may be considered past performance information.
7. PERFORMANCE REQUIREMENTS
The 3GEN FLIR DCB shall meet the requirements specified on the applicable performance specifications, drawings and Interface Control Documents (ICD) as described in the PWS.PWS. The Government performs surveillance to determine if the Contractor meets, exceeds, or does not meet specific standards. The Government will use the use the Performance Requirements Summary standards (Appendix A) to determine Contractor performance and shall compare Contractor performance to the standards. The Government will use the QASP Checklist (Appendix B) to validate the Contractor’s conformance to ISO 9001, Quality Assurance.
7.1 METHODS OF SURVEILLANCE
In an effort to minimize the contract administration burden, simplified methods of surveillance techniques will be used by the Government to evaluate Contractor performance. The primary methods of surveillance are reports and customer feedback.
The Government will use appointed representatives, as well as reports and input from users/customers as sources of comments on the Contractor’s performance.
7.2 CUSTOMER SATISFACTION
The Contractor is expected to establish and maintain professional communication between its employees and customers. The primary objective of professional communication between employees and customers is customer satisfaction. Customer satisfaction is the most significant external indicator of the success and effectiveness of all services provided and can be measured through customer complaints. Performance management drives the Contractor to be customer focused through initially addressing customer complaints and investigating the issues and/or problems.
8. METHODS OF QUALITY ASSURANCE (QA) SURVEILLANCE
Various methods exist to monitor performance dependent upon the type of effort or task. The COR shall use the general surveillance methods listed below or specifics as they relate to the type of effort or task in administration of this QASP.
8.1 SOFTWARE DEVELOPMENT AND TEST
Software development tasks will be well planned and documented enabling surveillance of Contractor’s internal documentation to status progress. As appropriate, the Contractor’s internal metrics or metrics required by contract are usually developed periodically to track code development, code reviews and test. These metrics provide a method to for the COR or Technical SMEs to judge progress to the plan, identify problems requiring rework, provide insight into software organization’s ability to work to estimates, generally judge software organization’s capabilities, and to judge software QA and configuration control mechanism and adequacy. The COR or the Technical SMEs will screen metrics periodically for evidence of deviations to plans and schedules, for accuracy of metric used in work estimate, for evidence of identified voids in Contractor’s procedures and developed work-arounds, and for plans to revise/update procedures to prevent similar problems from occurring in the future.
8.2 SERVICES
The Contractor shall provide, when ordered by the Government, engineering & technical, test, and logistics services. Surveillance methods for Services may be varied but should include monthly review of work generated against plan, schedule updates and number and type of work-arounds, required deviation from plans, reports produced, etc.
The COR will report the quality of all services. When significant deviation from plan is observed, the COR will report that symptom as well. When Services require on/off-site Contractor personnel the COR is responsible for observing the interaction of personnel and to evaluate the quality, timeliness, cooperation, customer trust, etc. in the service provided. Written materials produced by the Contractor will usually be available for review of progress in this area.
8.2.1 DIRECT OBSERVATION
The COR will do direct observation of specific requirements (e.g. periodically or through 100% surveillance) as defined in Appendix A.
8.2.2 PERIODIC INSPECTION
The COR will evaluate outcomes on a periodic basis. Inspections may be scheduled on daily, weekly, monthly, quarterly or annually, or can be unscheduled, as deemed appropriate by the COR.
Various plans, reports, packages, drawings, specification, documents, etc., are required per the PWS and associated CDRLs. Any document or data delivery required will undergo 100% inspection. Various technical engineering support required per the PWS will monitored for via customer complaints. The COR will be responsible for ensuring that any complaints are resolved in a timely manner.
8.2.3 VALIDATED USER/CUSTOMER COMPLAINTS
This method of surveillance will be used by the COR to monitor performance by randomly selecting and inspecting a sample of products being manufactured and delivered or validation from the QAEs that the Contractor is performing at a level expected.
8.3 PROGRESS OR STATUS MEETINGS
The COR will monitor program meetings (e.g. Program Reviews). These meetings should be well planned and documented enabling surveillance of Contractor’s internal documentation to verify current status and progress. Program Monthly Status Reports will be reviewed for accuracy, timeliness and as required for cost/spend rates to the plan and task progress.
8.4 ANALYSIS OF CONTRACTOR’S PROGRESS REPORTS
The COR shall monitor the Contractor’s monthly status reports (cost, schedule and performance). These reports should be well planned and documented enabling surveillance of Contractor’s internal documentation to verify current status and progress.
9. DOCUMENTING PERFORMANCE
9.1 ACCEPTABLE PERFORMANCE
The Government shall document positive performance. Any report may become a part of the supporting documentation for any contractual action.
9.2 UNACCEPTABLE PERFORMANCE
When unacceptable performance occurs, the COR will request that the PCO inform the Contractor. This will normally be in writing unless circumstances necessitate verbal communication. The COR will document all discussions and provide to the PCO as well as place a copy in the COR’s file.
When the COR determines formal written communication is required, the COR will prepare a Contract Discrepancy Report (CDR) and have the PCO present it to the Contractor's program manager. The Contractor shall acknowledge receipt of the CDR in writing. The CDR will specify if the Contractor is required to prepare a corrective action plan to document how the Contractor shall correct the unacceptable performance and avoid a recurrence. The CDR will also state how long after receipt the Contractor has to present this corrective action plan to the Government. The Government will review the Contractor's corrective action plan to determine acceptability. Any CDRs may become a part of the supporting documentation for any contractual action deemed necessary by the PCO.
10. FREQUENCY OF SURVEILLANCE
10.1 FREQUENCY OF MEASUREMENT
During contract performance, the COR will periodically analyze whether the negotiated frequency of surveillance is appropriate for the work being performed.
10.2 FREQUENCY OF PERFORMANCE ASSESSMENT MEETINGS
The COR will meet with the Contractor as a minimum semi-annually to assess performance and will provide a written assessment.
After award, both the Contractor’s Program Manager and the COR will sign and date this document.
