Scope
This Performance Work Statement (PWS) specifies the requirements the Contractor will meet in support of the Third Generation Forward Looking Infrared (3GEN FLIR) Low Rate Initial Production (LRIP) DCB Program. The objective of this effort is to manufacture and deliver 3GEN FLIR DCBs to support Abrams M1A2 System Enhancement Program Version 4 (SEPv4) and Next Generation Combat Vehicle (NGCV) / Optionally Manned Fighting Vehicle (OMFV). The Period of Performance (PoP) is 48 months with a base contract period of 48 months and a 29 month option period.
The general requirements for the effort are identified in Section 3.0 and its sub-paragraphs. Program Security Management and Safety requirements are identified in Appendix B.
The Contractor shall provide, when ordered by the Government, 3GEN FLIR DCBs as detailed and defined in this PWS. 3GEN FLIR DCBs delivered under this effort shall meet the requirements identified in the 3GEN FLIR Performance Specification.
The Contractor shall provide, when ordered by the Government, engineering & technical, test, and logistics services. Services will be funded under cost reimbursable Contract Line Item Numbers (CLINs) within the contract.
Background
The 3GEN FLIR is the next generation of reconnaissance, surveillance and target acquisition (RSTA) sights to restore sensor overmatch through significant improvements in range and resolution. The 3GEN FLIR program incorporates High Definition (HD) dual band Mid-Wave Infrared and Long-Wave Infrared (MWIR/LWIR) sensing technology advances into a common DCB for RSTA capabilities in day-night and degraded battlefield environments. The 3GEN FLIR DCB provides the ability to detect threats at greater distances under a full spectrum of conflict and battlefield conditions. 3GEN FLIR enhances the platform's effectiveness and survivability by providing greater situational awareness promoting combat effectiveness and reducing fratricide. This contract produces a common DCB for integration into the 3GEN FLIR B-Kit. DCBs manufactured under this contract and will be provided as Government Furnished Property (GFP) to the B-Kit Contractor for installation into the B-Kit. B-Kits will be provided to PM Abrams for integration into the Abrams M1A2 System Enhancement Program Version 4 (SEPv4). This contract also includes options for providing DCBs for the Next Generation of Combat Vehicles (NGCV) Optionally Manned Fighting Vehicle (OMFV) variant.
System Description
The DCB comprises an Integrated Dewar Electronics Cooler Assembly (IDECA) and a mechanical bench into which it is integrated. The IDECA is composed of a Dewar (a vacuum-sealed container) housing a high-definition (HD) MWIR/LWIR FPA and variable aperture mechanism (VAM); an integrated cryo-cooler; and electronics to control the FPA, VAM, and cryo-cooler, and to interface with other 3GEN FLIR B-Kit components. The DCB is defined by a Government performance specification, an ICD, and drawing against which it will be tested. The mechanical bench is defined by the B-Kit contractor, in coordination with the DCB contractor(s), in a preliminary build-to-print drawing, consistent with this optical design. An image of the 3GEN FLIR DCB is shown in Figure 1 below.

Phase 1: Test and Inspection (T&I)
The Contractor shall induct the “F” coded assets. If there is evidence of damage to the shipping package or reusable container, or the item appears condemnable or has missing parts, then a joint inspection shall be performed by the Contractor and the Government representative (normally, DCMA).
Following induction, the Contractor shall perform a T&I on the asset(s) IAW the Performance Specifications, ICDs, and Quality Validation Plan (see Applicable Documents, section 2.2, QVP) to determine which of the following categories is applicable:
· Warranty. In the event that the T&I reveals that the item is under warranty, no repair cost will be incurred for that item and any funding issued to the Contractor shall be refunded. Hardware determined to be covered by a warranty, once repaired, shall be returned to the Government location it initially originated from unless otherwise directed by the Government.
· No Evidence of Failure (NEOF). When the T&I reveals NEOF only T&I costs will apply.
· Beyond Economical Repair (BER). When the Government COR has concurred with T&I findings that the cost to repair an item exceeds the Maintenance Expenditure Limit (MEL), the item is categorized as BER and shall be disposed IAW the established demilitarized (DEMIL) Code contained in DoD 4100.39-M, Volume 10. Table 38 Demilitarization Codes and Table 216 DEMIL Integrity Code http://www.dlis.dla.mil/PDFs/Procedures/vol10.pdf. BER is defined as 65% of the price as stipulated in the lowest range pricing category for the respective part number. The serial number of items being disposed must be recorded and reported to the Government in the Test & Inspection Results and Repair Estimate Report IAW CDRL A015. If the disposition decision is to scrap the item, then the Contractor is authorized to salvage useable material or assemblies from the item being scrapped for use in repair of “F” condition hardware returns.
· Repairable. The asset is damaged and needs to be repaired.
The Contractor shall then submit a Test & Inspection Results and Repair Estimate Report IAW CDRL A015 that includes a summary of the T&I results. For those items determined to be repairable, the Contractor shall determine the extent of the repairs required and their associated cost. The associated costs shall include: labor hours, labor categories, material costs, paint/touch up, marking, packaging, shipping, and other direct costs shall be included as part of the repair estimate and included in the Test & Inspection Results and Repair Estimate Report IAW CDRL A015.
CDRL A015 Test & Inspection Results and Repair Estimate Report
Phase II: Repair Execution
The COR will review the Test & Inspection Results and Repair Estimate Report CDRL A015 that identifies the category of repair required for each failed part based on the test and inspection and provide disposition guidance and funding for each item through the Logistics Management Program (LMP) for systems accountability. The Procuring Contracting Officer (PCO) will award the effort to proceed with repairs.
Scope of the Phase II Repair
For those items determined to be repairable, the Contractor shall clean the item to remove all foreign matter, such as dust, dirt, grease, loose solder, excess paint, corrosion, or other similar conditions. The Contractor shall not be required to conduct repairs on cosmetic defects, such as faded, chipped, scratched, dented, or nicked hardware, or any other cosmetic damage resulting from normal and customary use providing that the damage does not affect the usage or intended purpose of the unit; no bare metal shall be exposed. Touch up paint is acceptable. The Contractor shall clean all units that have been found or restored to a serviceable condition. The Contractor shall be required to replace all damaged markings and identifications IAW IUID requirements stated in Section 3.2.1.1. After repair is complete, the Contractor shall test the item to ensure that it meets all performance specifications. The Contractor shall use the existing test requirements in the Performance Specification, the Interface Specification and the Quality Assurance Program.
Packing and Shipping. The Contractor shall package and ship the repaired “B” condition assets in the same manner as applies to new production assets. A Government representative, normally DCMA, shall be notified of the repair completion and planned shipment by the Contractor or Subcontractor of the repaired part, and a random inspection may be performed on the hardware. The Government reserves the right to require 100% inspection. A shipment tracking number shall be provided by the Contractor for all hardware returns to the Government and arrival at destination of returned hardware must be confirmed.
Tracking and Reporting. Once an item has been repaired, tested, and approved by the DCMA representative or designee, the Contractor shall provide tracking and reporting information IAW Repair and Tracking Report CDRL A016.
