About this file
This document contains responses to questions from an Industry Day event regarding a solicitation for the Third Generation Forward Looking Infrared (3GEN FLIR) Dewar Cooler Bench (DCB) program. The Army Materiel Command Army Contracting Command Aberdeen Proving Ground is seeking proposals for the engineering and manufacturing development of the 3GEN FLIR DCB, with the intent to award a Low Rate Initial Production contract. The responses provide clarification on the blackout period for communications, forecasted Full Rate Production quantities and timing, allowability of government furnished equipment in proposals, long lead material procurement, and test requirements. Offerors are encouraged to provide feedback on implementing performance-based payments.

Sheet1 Industry Day Questions & Government Responses
| Reference | Comment | Government Response | ||
| General | Can industry expect a "blackout period" with the Government regarding this solicitation? | Industry should consider discussion of all aspects of the DCB LRIP solicitation as off limits with PM GS staff and associated Government partners. Until award of the DCB LRIP contract, the only acceptable industry communications with the Government shall be through the Contracting Officer and Contract Specialist. Refer to the RFP for contact information. | ||
| Page 6 of briefing | Full Rate Production (FRP) is forecast on the overview slide. Can the Government provide expected FRP RFP time frame and quantities? | Details for FRP such as contract timing and quantities are still in development. However, for the purposes of this LRIP solicitation only, the FRP RFP is tentatively planned for release in 3QFY25, and the Government's intention is for the first FRP deliveries to immediately follow the final LRIP deliveries, at approximately the same monthly delivery rate. However, all FRP timing and quantities will be based upon Government availability of funds. | ||
| Page 10 of briefing | Are proposals to include GFE items a vendor may want to request? | No, GFE will be addressed after contract award. | ||
| Page 11 of briefing | Is LLM only for Lot 1/2? | Section L Updated. LLM base procurement will only be in support of the lot 1 or lot 2 Abrams procurement options. Section L will instruct that the Offeror's proposal shall include a LLM list for each of the lot 1 and lot 2 requirements, only. | ||
| Page 11 of briefing | When will LLM awards beyond Lot 1/2 happen or need to be built into plan for Lot 1/2 award? | See above. | ||
| Pages 12-13 of briefing | Do the deliverable quantity ranges represent reduction in POM funding or some other reason? | Reduction in POM funding. Any quantities will be based on availability of funds. | ||
| Pages 12-13 of briefing | How many units should be considered spares? For purposes of calculating how many reusable shipping containers need to be procured. | Spare quantities are reflected in Tables 1 - 6 of the PWS (no spares intended for procurement of lot 7 or lot 8). | ||
| Page 13 of briefing | Is Lot 3 the base option and lot 5 the option on top of the option? | No, LLM is the only base procurement for this contract, to be followed by one Abrams procurement option award, either for lot 1 or lot 2. The Contractor(s) will subsequently be awarded only one additional Abrams procurement option; lot 3, lot 4, lot 5, or lot 6. | ||
| Page 14 of briefing | Lot 7 and Lot 8 time phasing are mismatched in PWS. | PWS Updated. Lot 8 Procurement Option schedule (table 8) revised to match timing of lot 7. | ||
| Page 16 of briefing | For FAT scope, are the vendors required to perform 100% of all FAT tests or should prior testing be considered (EMD, other)? | Yes, Contractor(s) will be required to conduct every test indicated on the VCRM for FAT. | ||
| Page 16 of briefing | Seems to be a conflict between the PWS and Specification Test Matrix on expectations for nuclear testing. PWS excludes this requirement from FAT (takes precedence so assuming this is correct) | |||
| Survivability/Hardness Criteria. Spec table specifically requires Test in FAT. | The PWS is correct; Nuclear testing is NOT required for FAT. The P-Spec VCRM will be updated to remove the requirement for Nuclear testing as part of FAT. | |||
| Page 17 of briefing | When moving to follow on option awards, how are the vendors expected to ensure LLM doesn’t impact delivery gap? | Estimated DCB LRIP long-lead delivery order, material receipt, and build schedules were developed over the last 18 months using industry input from previous market research efforts. In addition, feedback from the recent Industry Day to the DCB LRIP Schedule has been incorporated into Slide 17 of the briefing, an updated version of which is included as part of this response. Options for lots 3 through 8 are intended to be executed without a separate LLM procurement. Contractor(s) should work with their suppliers immediately after contract award to plan accordingly for all requirements described in Section L and the PWS, as discussed in the Industry Day briefing. | ||
| page 20 of briefing | For the design enhancements, is the Government considering funding these items on the LRIP contract? Or is this input for a long-term product roadmap? | For Design Enhancements proposed for Government consideration, either in the Offeror's proposal or at any time after the LRIP contract's award, the intent would be to fund studies or develoment efforts, if the Government chooses to pursue those changes, as specifically directed tasks under the Services / CPFF portion of the contract. | ||
| Page 25 of briefing | Are EMD Unit Cost Projections (i.e., Unit Cost Affordability Targets shown in Table 6 of the EMD DCB SOW) still considered viable targets? | No. | ||
| Page 34 of briefing | Updates to the classified spec & a modified pricing model are expected in the final RFP. Does the government anticipate any other changes in the Final RFP? | There may be minor updates to the PWS based upon Industry Day Q&A. While no other updates to the solicitation are anticipated, Offerors should understand that DCB lot quantities are not yet fixed, and the Government may change both the PWS as well as Section L to reflect such changes in the final RFP. | ||
| Page 40 of briefing | The RFP states: "If sufficient funding is available for an additional award, that award will be made to the Offeror determined to provide the best value among the remaining Offerors (excluding the first awardee), and does not propose the same Focal Plane Array (FPA) source as the first awardee." Please confirm "source" does not mean HCT v SLS detector material, but is a reference to FPA manufacturing vendor. | Section L Updated. The statement regarding FPA source has been removed. Revised language is as follows: "If sufficient funding is available for an additional award, that award will be made to the Offeror determined to provide the best value among the remaining Offerors (excluding the first awardee)." |
| Page 42 of briefing | The government states: "Industry comment on performance-based payments is encouraged." How should this input be provided? | Send inputs directly to the Contracting Officer and Contract Specialist. Refer to the RFP for contact information. |
| Page 42 of briefing | The government states: "Performance-based payments will be made on a deliverable item (lot) basis." Will the government make those payments based upon delivery of the first or a single item in the lot, at the delivery of the final item in the lot, or at some other point in the delivery process? | The Government is still developing the performance criteria and payment details associated with implementing a Performance-Based Payment system as part of this solicitation. As stated at Industry Day, the Government is actively soliciting industry comments to this special requirement of the DCB LRIP contract (see above). |
