Each file of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion. The Summary Section shall contain a brief abstract of the file. Proprietary information shall be clearly marked. The following shall be included in the Narrative discussion:
VOLUME I TECHNICAL: The volume shall be organized into the following sections:
Subfactor 1 – DCB Deliveries This subfactor evaluates the Offeror’s proposed approach to produce Dewar Cooler Benches (DCB) compliant with the DCB Performance Specification, DCB mechanical drawings, and classified requirements and in sufficient quantities to meet the contractual delivery schedule defined in the PWS and Section B. The Offeror will be evaluated on their response to this requirement, as well as on their statements concerning any other performance requirements that will be self-imposed. Additionally, the Offeror’s proposed approach will be evaluated on their planned performance of producibility improvements to the DCB and/or manufacturing changes needed to meet contractual deliveries, as well as implementation plan(s) for any predicted obsolescence changes.
a. The Offeror shall provide their DCB build schedule which includes number of die per Focal Plane Array (FPA) lot, number of FPA lots, and any learning planned between FPA lots and FPA’s produced by month that meets the following three (3) Hardware Delivery Schedules defined in the DCB PWS:
· Base Procurement of Long Lead Materials (LLM) and Tables 1 & 2 (Procurement Option for 106 DCB’s (Lot 1 - Abrams in a dual award scenario) or 212 DCB’s (Lot 2 - Abrams in a single award scenario) over 12 months)
· Tables 3 & 4 (Procurement Option for 123 DCB’s (Lot 3 - Abrams in a dual award scenario) or 247 DCB’s (Lot 4 - Abrams in a single award scenario) over 12 months)
· Tables 5 & 6 (Procurement Option for 23 DCB’s (Lot 5 - NGCV/OMFV in a dual award scenario) or 46 DCB’s (Lot 6 - NGCV/OMFV in a single award scenario) over 11 months)
b. The Offeror shall provide their projected FPA yield per manufacturing step and comparison of these projected FPA yields per manufacturing step to what was achieved from Engineering Manufacturing Development (EMD), if they participated in EMD. SECTION M - EVALUATION FACTORS FOR AWARD
PROVISIONS TO BE DETERMINED
A. BASIS FOR AWARD (Section M) The Government intends to award up to two (2) contracts under this solicitation based on the availability of funding, but reserves the right to award a single contract. It is the Government’s intent to award multiple contracts to Offerors that do not share a common FPA source. Award will be made based on the best overall (i.e., best value) proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the four (4) evaluation factors: Technical, Price, Past Performance, and Small Business Participation. If sufficient funding is available for an additional award, that award will be made to the Offeror determined to provide the best value among the remaining Offerors (excluding the first awardee), AND does not propose the same FPA source as the first awardee. The Technical factor is more important than the Price factor, which is more important than the Past Performance factor, which is significantly more important than the Small Business Participation factor. The Technical factor is comprised of three (3) subfactors, DCB Deliveries, Performance Yield, and Design Enhancement. To receive consideration for award, a rating of no less than “Acceptable” must be achieved for the Technical factor (to include all subfactors) and Small Business Participation factor. Additionally, any other than a small business offeror must have an acceptable Small Business Subcontracting Plan to receive an award in accordance with FAR 19.702(a). Offerors are cautioned that the award may not necessarily be made to the lowest price offered. NOTE: ALL NON-PRICE FACTORS COMBINED ARE MORE IMPORTANT THAN THE PRICE FACTOR.
This Solicitation contains Export Controlled Information. It is the responsibility of the Offeror, not the Government, to obtain the necessary export licenses to share any such information with subcontractors or to obtain access to the files themselves. The failure or inability of an Offeror to obtain the appropriate license or agreement will not be considered as a mitigating factor in the evaluation process. If the appropriate information is not conveyed in the proposal, an Offeror’s technical rating may be impacted.
It is the Government’s intent to make award without discussions, in accordance with FAR 52.215-1, Instructions to Offerors – Competitive Acquisition.
