About this opportunity
The Defense Health Agency (DHA) has issued a Request for Information (RFI) for Domain and Directory Services Branch (DDSB) Operations and Sustainment Information Technology Services to identify resources and capabilities for providing comprehensive IT support across military medical environments. The agency seeks a contractor to provide IT architectural, engineering, and technical services for maintaining existing and future applications, functions, and services across the Military Health System, including Identity and Access Management systems, Microsoft 365 cloud environments, and Zero Trust strategy implementation. Qualified contractors must provide workforce that meets DoD Cyberspace Workforce Framework requirements, with specific educational prerequisites from ABET-accredited institutions, relevant certifications such as Microsoft Azure and Security+, and expertise across multiple IT domains including system administration, cybersecurity, and enterprise architecture. The government plans to use a Best Value tradeoff evaluation process with Technical Approach as the most important factor, followed by Staffing Plan and Price. Comments and questions regarding the draft Performance Work Statement and related attachments must be submitted by June 13, 2025, at 2:00 PM CDT, with the formal solicitation anticipated for release in Quarter 3 of Fiscal Year 2025.
The procurement is planned as a Small Business Set Aside using the GSA Multiple Award Schedule Health IT Services Special Item Number, with no incumbent contractor identified in the documentation. The government contemplates a Firm-Fixed Price contract structure spanning 66 months total, consisting of a 12-month base period, four 12-month option periods, and one 6-month option period under FAR 52.217-8. The contract will support a substantial IT infrastructure encompassing approximately 3,000 physical and virtual servers located at 250 sites worldwide, serving 250,000 end-user devices and 200,000 users across Army, Navy, and Air Force medical entities. The estimated workload comprises 115 total labor positions across 14 different service categories, with roles primarily at Tier 2 and Tier 3 levels, though specific contract values are not disclosed in the pre-solicitation documentation. The scope includes managing 55 military hospitals, 373 military medical clinics, and 245 dental clinics as part of the comprehensive Military Health System that serves over 9.4 million uniformed service members, retirees, and their families through the TRICARE Health Plan.
