About this file
This document is a Performance Requirements Summary and Service Level Definitions for the Defense Health Agency's (DHA) Domain and Directory Services Branch (DDSB) Operations and Sustainment Information Technology (IT) Services. The comprehensive 57-page document details performance standards, service levels, and metrics across multiple IT service categories including incident management, knowledge management, configuration/change enablement, system availability, and security management. Key performance requirements cover areas such as enterprise management system administration, system administration services, information assurance security support, IT architectural and endpoint engineering services, with specific metrics for response times, resolution times, system availability, patch management, and customer satisfaction across different priority levels and service tiers.
The performance requirements are structured to measure contractor performance across various technical domains, with detailed metrics such as incident response times (ranging from 30 minutes to 10 business days depending on priority), system availability targets (99% for enterprise servers, 99.99% for domain controller servers), and specific compliance requirements for security patching, configuration management, and continual service improvement. The document provides a rigorous framework for evaluating contractor performance, with monthly and quarterly measurement windows, and includes severity level matrices to guide incident prioritization based on urgency and impact.

1.0 Performance Requirements Summary
This Performance Requirements Summary describes the performance standards and Acceptable Quality Levels (AQL) for the tasks and deliverables required by the PWS. The Government will reference the information in the PRS when conducting surveillance of Contractor performance and determining incentives or remedies.
The Contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.
This PRS defines performance standards and service levels for the following areas of the PWS.
5.1 Basic Services
