About this file

This document is a Basis of Award for a Defense Health Agency (DHA) Domain and Directory Services Branch (DDSB) Information Technology (IT) Services solicitation. The procurement is a small business set-aside task order under the GSA Health Information Technology Services Multiple Award Schedule, anticipated for release in Quarter 3 of Fiscal Year 2025. The contract will have a 66-month total period consisting of a 12-month base period, four 12-month option periods, and a 6-month option period, with a firm-fixed price contract type.

The award will be made using a best value tradeoff process, evaluating three primary factors: Technical (most important), Staffing Plan, and Price. The technical evaluation will focus on the offeror's approach and scenario handling capabilities, with specific emphasis on demonstrating effective service delivery, risk management, and adaptability to changing government priorities. The target environment includes approximately 3,000 physical/virtual servers, 250 global sites, 250,000 end-user devices, and 200,000 users, supporting Army, Navy, and Air Force medical entities' IT infrastructure and directory services. Proposals will be assessed on their ability to provide architectural, engineering, and technical services across DHA environments.

DDSB Solicitation DRAFT BASIS OF AWARD

1. BASIS OF AWARD

Request for Proposals and Amendments This solicitation is for a single Task Order award, as a Small Business Set Aside, under the General Services Administration (GSA) Health Information Technology Services Multiple Award Schedule (MAS), in accordance with Federal Acquisition Regulation (FAR) Part 8.4 Federal Supply Schedules, Part 15, Contracting by Negotiation, and the Defense Federal Acquisition Regulation Supplement (DFARS). Any amendments made to this solicitation before the time set for receipt of proposals will be posted to www.ebuy.gsa.gov/ebuy. It is the Offeror’s responsibility to check the website periodically for any amendments to this solicitation. Offerors shall acknowledge each amendment issued under this solicitation (if any) within their proposal.

Marking of Proprietary Information Offerors are responsible for providing proper legends or markings on the information provided to the Government to clearly identify proprietary or confidential business information that have restrictions on disclosure. Proprietary or confidential subcontractor information may be submitted separately from the Prime’s proposal so long as the separate submissions clearly reference one another, and all are timely received. All submissions should be well-marked to clearly indicate any special handling instructions.

Award Basis The Government intends to make a single Task Order award to the Offeror that is determined to be the best value to the Government based on an integrated assessment of the following evaluation criteria:

Factor 1 (Technical) Subfactor 1 (Approach) Subfactor 2 (Scenarios) Factor 2 (Staffing Plan) Factor 3 (Price)

The Technical Factor is significantly more important than the Staffing Plan Factor. The Staffing Plan Factor is more important than the Price Factor. Within the Technical Factor, the Approach Subfactor is more important than the Scenarios Subfactor. When combined, non-price factors are significantly more important than Price. However, Price may be a controlling factor where an overall higher evaluated price is unaffordable. Similarly, the closer the ratings in the non-price factors, the more significant price becomes. The Government reserves the right to award to a higher priced proposal if it is determined to offer the best value to the Government.

To be eligible for award, the Offeror must be deemed responsible in accordance with FAR 9.1 and its proposal must meet all the requirements of the solicitation, including Limitations on Subcontracting (if applicable) and conform to all required terms and conditions. Offerors must propose to provide all contract line items to be eligible for award.

Non-Price Factors For Non-Price Factors, each Factor and Subfactor proposal will be evaluated for its capability for meeting the requirements and assigned a rating, as shown in the table below, based on the accumulation of aspects (i.e., Significant Strengths, Strengths, Weaknesses, Significant Weaknesses, and Deficiencies) assigned.

Outstanding
A proposal that meets the requirements of the solicitation and has any accumulation of significant strengths and/or strengths which greatly outweighs any accumulation of weaknesses and/or significant weaknesses.
Good
A proposal that meets the requirements of the solicitation and has any accumulation of significant strengths and/or strengths which outweighs, but not greatly, any accumulation of weaknesses and/or significant weaknesses.
Acceptable
A proposal that meets the requirements of the solicitation and has any accumulation of significant strengths and/or strengths which is offset, or outweighed, but not greatly, by any accumulation of weaknesses and/or significant weaknesses.
Unacceptable
A proposal that has any deficiency(s); or a quotation that has any accumulation of significant weaknesses and/or weaknesses which greatly outweighs any accumulation of strengths and/or significant strengths.

Factor 1 (Technical) Each Subfactor proposal (i.e., Approach and Scenarios) under the Technical Factor will be assigned a rating and the Technical Factor proposal itself will be assigned a rating based on the accumulation of aspects assigned. A rating in any Subfactor does not guarantee a particular rating for the Technical Factor.

Subfactor 1 (Approach) The Government will assess how the Offeror’s proposal demonstrated:

· A clear and effective approach for meeting the requirements, including a complete understanding of the requirements and the current operational environment, such that the Government has a high level of confidence in the Offeror’s success.

· An approach which considers Transition timelines and constraints in current operational environment, and that demonstrates effective management of risk such that the Government has a high level of confidence in the Offeror’s implementation and success.

· A flexible and robust approach that can adjust to changing Government priorities, as well as processes and practices around service improvement, interdependencies, and innovative initiatives and techniques such that the Government has a high level of confidence in the Offeror’s success and long-term value as a contractor providing services to the DHA.

Subfactor 2 (Scenarios) The Government will assess how in addressing the Scenarios, the Offeror’s Oral Presentation and written submission demonstrated:

· A practice that provides timely and professional services such that the Government has a high level of confidence in the Offeror’s successful delivery of the required services.

· A practice that has repeatable processes and methodologies that emphasize consistent obtainment of the required quality levels, such that the Government has a high level of confidence in the Offeror’s success.

· A practice that protects the DHA technical investment and innovates within the DDSB branch constraints, such that the Government has a high level of confidence in the Offeror’s long-term value and success as a contractor.

Factor 2 (Staffing Plan) The Government will assess the extent to which the Offeror’s Staffing Plan proposal:

· Demonstrates its capability to successfully staff with qualified personnel in a timely manner, including during Transition and any turnover during the term.

· Identifies and staffs the personnel necessary to fill all positions with qualified personnel, proposed Key Personnel, and proposed employee retention efforts and metrics.

· The qualifications, commitment, and experience of the Key Personnel provide the Government with a high level of confidence that the Offeror will successfully deliver the required services.

· Provides a feasible mix of hours and staffing capability to meet the requirements and provides the Government with a high level of confidence that the Offeror will successfully deliver the required services.

Factor 3 (Price) The Government will evaluate each proposal price for reasonableness, balance, and completeness. Price will be evaluated using various price analysis techniques and procedures in accordance with but not limited to, price comparison and comparison to the Independent Government Cost Estimate (IGCE). Pricing must be determined fair and reasonable to be eligible for award.

Total Evaluated Price: The Government will evaluate offers for Award purposes by adding the total price for the Transition Period, Base Period, all Option Periods, and Government-provided ODCs. The Government may determine a proposal is ineligible for Award if the Option Period prices are unbalanced. Evaluation of Option Periods shall not obligate the Government to exercise the Option(s).
