About this opportunity
The Defense Logistics Agency Energy is soliciting offers for bulk petroleum products to support military operations in the Western Pacific and Middle East regions. This procurement covers three fuel types: Fuel, Naval Distillate (F76) at 201,804,001 U.S. Gallons, Turbine Fuel, Aviation (JP5) at 140,475,000 U.S. Gallons, and Turbine Fuel, Aviation (JA1) at 280,358,005 U.S. Gallons, with some JA1 quantities requiring specific additives. Delivery modes include tanker, shallow draft tanker, barge, tanker truck, railcar, and pipeline, with FOB destination tanker offers excluded from consideration. The solicitation will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology, with evaluation considerations including product pricing, transportation costs, technical acceptability, supply and schedule requirements, product specifications, quality assurance, and delivery performance requirements. Vendors must submit offers through the Offer Entry Tool (OET) with all documentation in English and U.S. dollars, and the original proposal deadline was May 14, 2025, though the solicitation has been amended multiple times with updates to quantities and requirements.
There are no small business set-asides for this full and open competition procurement. The contract will be structured as a Fixed Price with Economic Price Adjustment with an Indefinite Delivery/Indefinite Quantity format, featuring a minimum lift guarantee of 75 percent of the total original contract volume. The total contract value is approximately $1.5 billion, with awards anticipated to multiple vendors. The delivery period spans the full calendar year 2026, from January 1 through December 31, 2026, with delivery locations across multiple strategic military sites in the Western Pacific and Middle East regions, including Japan, Guam, Qatar, South Korea, Diego Garcia, and other designated locations. Awards were announced in November 2025 to international oil companies including S Oil Corporation, SK Energy, GS Caltex, and Qatex, with 621,533,000 total units awarded across the three fuel types. The place of performance is identified as Fort Belvoir, Virginia, serving as the administrative location for this Defense Logistics Agency procurement.
