About this file
This document is a Vendor Questions and Answers (Q&A) file for the Western Pacific (WESTPAC) Bulk Petroleum Products solicitation SPE602-25-R-0707 issued by the Defense Logistics Agency (DLA) Energy. The Q&A addresses 27 detailed vendor inquiries covering critical procurement details such as delivery modes, FOB terms, product specifications, parcel sizes, order timelines, and offer submission requirements. Key clarifications include: tanker orders must be placed 20 days in advance, vendors can offer any quantity while being mindful of parcel size restrictions, JP5 fuel must include specific additives, and offers will be evaluated based on matching FOB terms, product type, and delivery mode. The solicitation covers approximately 622,637,006 U.S. Gallons of fuel products (F76, JP5, JA1) for delivery during calendar year 2026, with delivery across multiple modes including tanker, barge, truck, railcar, and pipeline across Western Pacific and Middle East regions.

WESTERN PACIFIC (WESTPAC)
SPE602-25-R-0707 PRE-PROPOSAL
VENDOR QUESTIONS AND ANSWERS
1. What FORMULA ID should be used for DanGote Refinery in West Africa?
Answer: Please reference B19.34 Economic Price Adjustment (OVERSEAS BULK) (DLA ENERGY 2012) on page 27 of the solicitation. This explains the process of selecting escalators which is entirely contractor based.
2. Offeror requests an explanation to better understand the FOB Origin requirement.
For example, CLIN 0038 shows a FOB Origin-Tanker delivery mode at the Horizon Terminal, Djibouti.
Does this mean that Offeror will supply the fuel into a US Government tanker at Horizon Terminal port, Djibouti and the US Government tanker will depart with the fuel and supply it to the final customer at another destination?
OR
Does this mean that Offeror supplies the fuel into a US Government tanker from my selected seaport, and the US Government tanker will come to my selected port of loading, receive the fuel, and supply it to the final customer at Horizon Terminal, Djibouti?
Answer: FOB origin terms indicate the US Government will arrange for the transportation and the product’s custody transfer point will be at your offered shipping point. For FOB origin items, there’s no need to identify the requirement item which you’re offering against. The Government will evaluate offered product to the items for which it is eligible - IE: matching product, mode, and required additive content.
3. There are certain Line Items starting with the letter “T” and taking an example of line item T0003 with quantity 30,657,000 USG, it has sub-line items 0018, 0019, 0023, 0024 with a combined quantity of 30,657,000 USG. Could you provide an explanation on how we shall bid as the parent line item “T0003” has different requirements when compared to each sub-line items “0018, 0019, 0023, 0024”.
Answer: Throughput locations are designated by an initial “T” character. Throughput points represent the end-point for the initial transportation arc on the product’s path to the requirement. Throughput locations may be thought of as a consolidation point for smaller requirements that are downstream such as item 0018 Camp Fuji which must be satisfied via T0003 HAKOZAKI. T0003 requires FOB origin tanker mode so the JA1 would be lifted via a US Government-arranged tanker at the contractor’s shipping location and offloaded at Hakozaki to satisfy any/all of the downstream requirements. 0018 Camp Fuji receives product by FOB origin truck which the US Government arranges.
If the throughput point has its own requirement, it will be duplicated but with an actual item number as is 0019 Hakozaki.
Note that the throughput point facilitates mode and additional additive for downstream items so the FOB origin Offeror does not need to. For example, T0003 Hakozaki does not require SDA additive. SDA, supplied by the Government, is added at T0003 before further shipping to item 0024 Yokota.
4. Offeror would like to request an extension of the deadline to 22 May 2025 as the current deadline is too short given the large scope of the tender.
Please review this matter and we look forward to your positive response.
Answer: Your request has been received. As of right now, the due date for initial proposals remains unchanged.
Please note that any change to the solicitation due date will be posted to SAM.gov and communicated out to all interested vendors.
5. In the Attachment Fill-Ins, we do not see G9.07-5 Clause: ELECTRONIC TRANSFER OF FUNDS PAYMENTS - FEDERAL RESERVE WIRE TRANSFER SYSTEM which was always included in the Fill-Ins. I do not recall that there was specific information provided during the SAM registration and renewal process in this regard other than through the Attachment Fill-Ins. How can vendors be assured they get paid through the bank they elected without providing the exact bank information?
Answer: G9.07-5 is a text that DLA no longer uses. Upon award, proper documentation of banking information will be collected/verified for post award payments.
6. In Section B of the SF1449 showing the quantity requirement by each delivery location, we see that several locations require only 1 USG. Apparently 1 USG is added in the total quantity requirement in the corresponding products. Are these requirements for a sample to be sent to the relevant location or something else.
Answer: We are aware of an error that some locations are currently reflected as 1 US Gallons in the schedule. These locations will be updated to reflect the accurate quantity via amendment.
Another message will be sent out once the amendment is released.
7. Is the inclusion of Shipping Points limited to the initial submission only (as I recall being the case in previous solicitations), or is it possible to add or remove Shipping Points during the IPR submission as well?
Answer: Yes, please reference RFP Attachment 10 FAR Part 12 Addenda. Detailed guidance regarding your question can be found on page one under ADDENDA TO FAR
52.212-1 INSTRUCTIONS TO OFFERORS COMMERCIAL PRODUCTS AND
COMMERCIAL SERVICES (SEP 2023).
8. On pages 12–13 of the RFP under T0001, the maximum parcel size for Bulk Pipeline mode at Al-Udeid is listed as 235,000 USD/BBL, while the maximum parcel size at DFSP Qatar is shown as 310,000. Could you clarify this discrepancy?
Answer: The max parcel size represents the throughput for each location and is normally due to operational factors. Offerors generally should only consider the max parcel size of the location they are offering to where the custody transfer will take place.
9. Will the WESTPAC team be attending the DLA Conference in Virginia on June 11–12?
Answer: The WESTPAC team will not be attending the DLA conference on 11-12 June.
However, a DLA Energy representative may be in attendance.
10. Please advise if "ITEM 45" is for 1 USG in Singapore.
Answer: We are aware of an error that some locations are currently reflected as 1 US Gallons in the schedule. These locations will be updated to reflect the accurate quantity via amendment.
Another message will be sent out once the amendment is released.
11. We can offer all product from Dangote Refinery in West Africa minus the contemplated quantity of 32,550,000 U.S. gallons (USG) of JA1 delivered by Pipeline, for Defense Fuel Supply Point (DFSP) Qatar Mesaieed, located in Mesaieed Industrial City, Qatar for the same delivery period as the rest of the requirements.
The delivery is FOB Origin and FOB Destination is not allowed. Can we Bid for the JA1 minus the contemplated quantity of 32,550,000 U.S. gallons (USG)?
Answer: Offers may bid any combination of products, modes, FOB terms, and other conditions. Offers will be evaluated to all destinations that match the FOB, product, and mode combination required in the schedule for each location.
12. Is the lifting/delivers max/mins in bbls or USGs.
Answer: In SECTION B – SUPPLIES OR SERVICES AND PRICES OR COSTS of the Solicitation, total requirements are in U.S. gallons. Minimum and Maximum Parcels are in Barrels.
13. For the Philippines is it possible to deliver by barge as well as tanker?
Answer: There are two items that accept barge as a mode of delivery, however that requirement does not accept barge.
14. The port/pier to be deliver is that determined by DLA or by the supplier?
Answer: Offerors should consult the schedule to determine the product delivery point, and if it is FOB Origin or FOB Destination.
15. If we are delivering by tanker are we responsible for the last mile or storage facilities or will this be managed by DLA?
Answer: All tanker mode offers must be on FOB origin terms.
16. FOB tanker, does this mean ship to ship transfer to DLA vessel?
Answer: No, this does not mean ship to ship transfer. All schedule items contain a FOB term. Please consult the schedule for details on which locations are FOB Origin or FOB Destination.
17. The scheduling for the tanker/barge, is this determined by DLA?
Answer: DLA Energy will place orders in accordance with F52 TANKER/OCEAN-
GOING BARGE DEMURRAGE AND LOADING CONDITIONS (DLA ENERGY JAN
2012), F15 BARGE AND/OR SHALLOW DRAFT TANKER DEMURRAGE AND
LOADING CONDITIONS (DLA ENERGY JUN 2022), or F16.01 BARGE/SHALLOW
DRAFT TANKER DEMURRAGE AND UNLOADING CONDITIONS (BULK) (DLA
ENERGY JUNE 2022). The offeror specifies the number of days interval between liftings when completing its offer in the OET.
18. The Max delivery is based on capacity of the port or some other factor?
Answer: Maximum parcel sizes may be determined by the quantity that will fully utilize a vessel as described by M2.08 EVALUATION OF OFFERS INVOLVING F.O.B. BARGE
OR SHALLOW DRAFT TANKER LOADING (ALL PRODUCTS SOLICITED FOR
WESTPAC) (DLA ENERGY JULY 2020) and M24 EVALUATION OF OFFERS
INVOLVING F.O.B. TANKER LOADING (ALL PROGRAMS) (DLA ENERGY
OCTOBER 2020) except as otherwise noted in these clauses or the Section B of the Solicitation.
19. JP5, can it be sold without the additive?
Answer: No. JP5 must include FSII and CI. Please consult the schedule for questions about required additive packages.
20. F76, this is MGO?
Answer: No. Please find more information regarding specification requirements in Attachment 5 QAPs.
21. Is there a minimum delivery amount?
Answer: The vendor may choose to offer any quantity but should be aware of parcel size restrictions provided in the schedule.
22. What is the order to delivery timeline? What is the minimum lead time?
Answer: Tanker orders must be placed 20 days in advance of delivery (see F52
TANKER/OCEAN-GOING BARGE DEMURRAGE AND LOADING CONDITIONS).
Shallow Draft Tanker and Barge item orders must be placed 15 days in advance (see
BARGE AND/OR SHALLOW DRAFT TANKER DEMURRAGE AND LOADING
CONDITIONS). A non-binding 120-day forecast is provided when available.
23. Could you provide the number of receiving tanks and their max capacities?
Answer: This information is not available. Please consult the schedule to see the requirement locations quantities to be supplied over the period of performance, parcel size information, and product.
24. If Offeror decides to bid on a tiered structure, can you please advise how to populate the
OET, as outlined in Section 2.3.5.c (pg. 54)?
Answer: If you wish to bid this way, you should set up multiple sequences.
25. Is it necessary to include the tiers in the Initial Submission, or can it be deferred until the Interim Submission?
Answer: While it is not necessary to bid this way in the initial, we ask that offerors submit as complete as possible offers in the initial round so that we can properly evaluate them.
26. If total volume is 90,500,000 USG for example, should the tiers be shown incrementally or as volumes based on Max/Min:
Answer: If you wanted to offer this way, it should be done the first way you show below (based incrementally). So, the first X million gallons would be priced as “A”, then the next set of gallons would be priced at “B”, etc. etc.
27. What are the necessary steps to be able to offer in the OET?
Answer: Please reference Attachment 6 of the solicitation for guidance on how to make an offer using the OET.
