About this opportunity
The Defense Logistics Agency Energy is seeking to procure bulk petroleum products for the Western Pacific and Middle East Regions through a comprehensive annual purchase program. The procurement covers three primary fuel types: Naval Distillate (F76), Turbine Fuel Aviation (JP5), and Turbine Fuel Aviation (JA1), with various delivery modes including tanker, barge, truck, railcar, and pipeline. Vendors must submit offers through the Offer Entry Tool (OET) on the System for Award Management (SAM.gov) by April 10, 2025, using solicitation number SPE602-25-R-0707. A unique aspect of this procurement is a non-competitive component for 32,550,000 U.S. Gallons of JA1 to be delivered by pipeline to the Defense Fuel Supply Point in Qatar Mesaieed, with Qatar Energy specified as the sole authorized supplier. All offers must be submitted in English and U.S. dollars, with potential application of the Trade Agreement Act of 1979.
The procurement has no small business set-asides and covers an extensive volume of fuel, including 201,804,001 U.S. Gallons of Naval Distillate, 140,475,000 U.S. Gallons of JP5, and 280,358,005 U.S. Gallons of JA1, with some JA1 quantities requiring additives. The delivery period spans from January 1, 2026, through December 31, 2026, with an additional 30-day carry-over period to complete outstanding orders. Interested vendors must provide authorization from Qatar Energy to access the Qatar Energy Refinery pipeline for the Qatar Mesaieed delivery point if bidding on that specific component. While specific award values are not disclosed, the large fuel quantities suggest a significant contract value. Vendors are strongly recommended to familiarize themselves with the Offer Entry Tool in advance, with a user manual available at https://offerwizard.dla.mil/epst_oet/oet.html to ensure successful submission.
